Essential Job Duties

- Develop, plan, implement, and execute a recruitment marketing and employer branding strategy.
- Build brand awareness.
- Engage brand audience.
- Create and curate marketing content.
- Plan and manage recruitment media campaigns on social media, job websites, in person fairs, etc.
- Track, measure, and report on campaign results.
- Oversee City career site and suggest improvements.
- Manage recruitment marketing operations and technology.
- Write engaging job descriptions, manage job descriptions changes/reclassifications.
- Identify the tactics and platforms that will be most effective in reaching a specified target audience through brand awareness, and social engagement.
- Create and implement strategies for building a talent network/talent community.
- Assist in design and planning of recruiting events.
- Serve as a brand ambassador at various events, like career fairs or on-campus recruiting events.
- Generate monthly updates for City leadership about upcoming recruitment marketing initiatives.
- Use the Applicant Tracking System (ATS) tools to create monthly reports on key recruitment marketing metrics.
- Work closely with Human Resources, hiring managers, and other team members to attract and hire the best talent.
- Develop creative ways for addressing recruitment challenges.
- Suggest new ideas for improving candidate experience and engagement.
- Research marketing and advertising trends in the staffing industry.
- Keep abreast of new trends in social media channels.
- Encourage & advocate employees to be brand ambassadors.
- Promote the employee referral program within the City and encourage employees to refer their friends.
- Determine & drive the HR and recruiting marketing KPIs.
- Performs routine tasks required to administer and execute human resource programs.
- Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Performs other duties as assigned.
City Organization Duties and Responsibilities:
- Represent the Department and City to other City staff and members of the public.
- Provide quality customer service to individuals needing directions or assistance.
Supervisory Relationships: Develops objectives and general policies and procedures for a specific program or functional area of responsibility within general scope of established operational goals and plans. Day-to-day work and decisions do not require direction or review by immediate supervisor. End results are reviewed by supervisor. Strategic issues are referred to supervisor.
JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Employer branding.
- Storytelling and writing ability to create pieces of content from blogs to emails to videos.
- Inbound marketing and search engine optimization (SEO).
- Organized campaigns, programs and events form strategies to execution that build brand awareness and generate qualified leads.
- Modern office procedures, methods, and computer equipment.
- Knowledge of the Microsoft Office Suite at an intermediate skill level.
- Familiarity with extensive general computer use as a foundation for learning job-specific programs related to finance reporting, security management and parking management.
- Business letter writing and basic report preparation techniques.
- Principles and procedures of record keeping and organization.
- Basic accounting principles
- English usage, spelling, grammar, and punctuation.
Skill in:
- Operating and normal maintenance of computers, laptops, cellphones, and printer/scanner.
- Tracking of activities supplies and authorizations via specialized software or self-created forms and databases.
- Performing mathematical calculations quickly and accurately.
- Providing high quality customer service and maintaining tact and courtesy in high stress environments.
- Accurate data entry and correspondence preparation.
- Website updating and publishing.
- Communicating clearly and concisely in verbal and written form.

- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Apply City policies and procedures pertaining to human resources activities.
- Align campaigns and strategies with the City’s Mission, Vision, and Values.
- Evaluate and implement improvements in operations, systems, procedures, policies, and methods.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Perform analysis of hiring needs and provide employee hiring forecast.
Work Environment: Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity.
Physical and Mental Requirements/Activities:
- This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.
- Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
- Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
- Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
- Ability to recognize occupational hazards in work activities and take safety precautions.

Minimum Qualifications
Minimum Education and Certification: Bachelor’s degree. Will consider experience and certifications in lieu of degree. Professional HR designation (PHR, SPHRM, SHRM-CP/SHRM-SCP) is desirable. Minimum Experience: At least 4 years of progressively responsible experience with Marketing, PR, or Advertising strongly preferred. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered.
