About the Family & Social Services Administration (FSSA):
The Division of Aging of the Family and Social Services Administration (FSSA) strives to foster networks that provide information, access and long-term care options that enhance choice, autonomy and quality of life for Hoosiers and is committed to helping Hoosiers find the information and resources they need. Our goal is to put knowledge in Hoosiers’ hands so they can make better decisions, not only for themselves but also for their loved ones.
Services are coordinated and funded through Indiana’s network of Area Agencies on Aging and include the state-funded CHOICE program (Community and Home Options to Institutional Care for the Elderly and Disabled) and administration of two Medicaid waiver programs providing home- and community-based services for older adults and individuals of all ages with physical impairments; additionally, we support the development of alternatives to nursing home care and coordinates services through the statewide INconnect Alliance network.
Salary Statement: For attorneys with less than five years of experience since licensure, this position will be classified as Attorney Associate and traditionally starts at an annual salary of $67,314. For attorneys with 5 or more years of experience since licensure, this position will be classified as Attorney Senior and traditionally starts at an annual salary of $85,020. Salary for this position may be commensurate with education and job experience.
Role Overview: This role is an Attorney and serves as the Legal Assistance Developer. This role will lead an innovative, state-wide effort to systemically improve legal assistance for older Hoosiers with the greatest economic and social needs. You will build legal services capacity consistent with the requirements of the Older Americans Act (OAA) as required. You will work to expand statewide legal resources for the delivery of OAA Title III-B Legal Assistance Services to older Hoosiers in conjunction with Area Agencies on Aging (AAA), the Long-Term Care Ombudsmen, legal assistance providers, and other stakeholders in the aging network. Additionally, this role will lead key DA initiatives and provide subject matter expertise around protecting elder rights and expanding advance planning efforts for older adults.
The ideal candidate will have experience in elder law, low cost, or pro bono legal assistance.

An Attorney is responsible for rendering legal advice and services to an agency or division.
A Day in the Life:
The essential functions of this role are as follows:
• Advise and provide general legal support to agency staff on various program and legal areas.
• May train, delegate to, and/or provide support for any legal support staff.
• May oversee, draft, or review contracts.
• Research and interpret laws, promulgated rules, and legal opinions pertaining to agency operations.
• May draft and review legislation and administrative rules.
• Maintain legal resources, dockets, legal files, and official records of proceedings relating to cases.
• Organize and manage caseload in the preparation of hearings and/or litigation.
• Responsible for the creation, preparation, and distribution of documents related to hearings, including orders and decisions.
• May review appropriate pleadings, motions, and discovery, and/or responses, draft appeals, and appellate briefs, or perform legal writing assignments.
• Utilize litigation skills and experience relating to agency operations.
• May handle administrative matters and hearings while maintaining appropriate decorum, hear evidence, rule on the admissibility of evidence, and/or make reasoned decisions supported by evidence.

What You’ll Need for Success:
• Doctorate of Jurisprudence.
• Indiana Bar Admission; license in good standing.
• Demonstrated knowledge and ability to apply relevant statutes, case law, and rules.
• Ability to effectively communicate both orally and in writing.
• Ability to successfully utilize a case management system to manage a docket, case information, party information, and serve orders.
• Strong legal research, writing, and litigation skills.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.
