Role Description:
You will lead negotiations for Phase 2 and/or advanced work packages that is capable and with hands on experience. You will work with other District organizational branches and departments such as the Office of Environmental Health and Safety, Design and A/E Technical Support, Asset Management Branch, Facilities Contract Administration, Inspection Unit, Maintenance and Operations, and local districts.
Role Accountabilities:
- GMP cost negotiation, including identification of construction risks, and negotiation of construction risk costs on alternative delivery contracts.
- Evaluation of the proposed construction schedule and indirect costs associated with the work.
- Coordination with ICE and the PDB firm to identify value engineering ideas and constructability issues.
- Coordination with ICE and the PDB firm on the potential direction of future design and project costs, to provide early cost certainty.
- Expertise and direct experience in scoping and pricing of wet and dry utility adjustments, utility design, scheduling and challenges with all utility adjustments identified in the scope of work for the ESFV project.
- Resolves complex construction project related issues, disputes, and disagreements.
- Develops, assigns, and monitors performance of OARs relative to assigned construction projects.
- Reviews status and overall construction project progress relative to submitted construction schedules.
- Reviews change orders from all construction projects and assesses their impact on the District.
- Assists Regional Directors and other Facilities management staff with bid and contract planning.
- Assesses bid specifications for District need and probability of completion under stated timeline.
- Reviews status and monitors variances of the construction project database relative to scheduling and cost control reporting
- Reviews and verifies submitted applications for payment and performs overall fiscal management of multiple construction projects.
- Provides functional direction over areas of responsibility including construction project schedules, cost control, dispute resolution, contract administration, and quality control.
- Reviews and monitors overall administration of contracts for the architect and related consultants.
- Reviews and takes recommended actions in resolving disputes relative to construction projects.
- Develops and recommends internal policies and procedures.
- Provides managerial and construction oversight to OARs.
- Performs other related duties as assigned.
Required Qualifications:
- 15+ Years of Management level experience in Project/Construction Management of Heavy, Civil, Linear, Transportation, Rails, Bridges, Grade Separations – Infrastructure projects.
- 10+ Years of Management level experience with managing Construction of Design-Build projects >200 million (required) either as an Owner, Owners Project Construction Manager or D-B Contractor’s Project Manager.
- Bachelor’s degree in Construction Management, Engineering, or related field.
Key Skills and Attributes:
- Design-Build experience will include overseeing Design-Builders design program, construction program, quality program, environmental mitigation/management program, safety and security program, verification, validation and certification program, and risk management program.
- Successful management of complex and mega infrastructure (highway or Rail or Bridges) in Central Valley, California is preferred.
- Experience in coordination with Freight Rail (BNSF and UPRR), Amtrak and overseeing design and construction compliance per AREMA manual.
- Experience coordinating with or having professional relationships with Caltrans in Central Valley, California is preferred.
- Experience/professional relationships/strong references with owners such as Caltrans, HSR Authority, LA Metro, local self-help counties is preferred.
- Knowledge of accounting principles, cost control procedures, claims avoidance/mitigation/resolution for Design build projects is required.
- Knowledge of estimating, construction costs, scheduling, purchasing, and engineering principles and techniques, various construction methods and installation procedures; and a general understanding of the operations of various transportation systems.

We offer seven paid holidays and potentially up to two floating holidays per calendar year depending on the start, and 20 days PTO that accrue per year. The salary range for this position is $133000 – $200000.
