Job Summary
Treasurer is an elected position in the state of Colorado according to the state’s constitution. The county treasurer of each county is the collector of taxes and performs the office’s duties. A county treasurer shall be elected in each county for the term of four years. Once he or she is elected, the treasurer executes a surety bond to the people of Colorado, the amount of which is set by the board of commissioners. The term begins on the first day of January directly after their election. No person holding the office of sheriff, county judge, or county clerk and recorder, nor any member of the board of county commissioners, can hold the office of county treasurer.

Essential Job Functions
The county treasurer receives all money belonging to the county as well as all other money legally directed to be paid to him. The only time the treasurer may pay out the money in his possession is when the board of commissioner orders it, except when a special provision for the payment is made by law.
The county treasurer deposits all the funds and money in the treasurer’s name as treasurer, in one or more state banks, national banks, or in savings and loan associations that have previously been approved and designated by written resolution duly adopted by a majority vote of the board of county commissioners, which shall be entered in its minutes.
No county treasurer or member of the board of county commissioners who acted in good faith is liable for loss of public funds deposited by the county treasurer or his deputies by reason of the default or insolvency of such depository. No county treasurer who invests any funds or any member of the board of county commissioners who in good faith authorizes an investment may be liable for any loss on account of such investment. Funds of the county may be pooled for investment with the funds of other local government entities.
The county treasurer keeps a just and true account of the receipt and expenditure of all monies that come into his or her hands because of his or her position as treasurer, in books that are open at all times for the inspection of any member of the board of county commissioners and to all county and state officers. The treasurer summarizes and brings the books to the meetings in July and January of the board of county commissioners for audit.
The county treasurer apportions and keeps all taxes collected by him or her in the several funds for which the taxes were levied. He or she may not direct the money belonging to any fund for the purpose of paying warrants drawn upon some other fund or for the purpose of paying warrants issued before April 2, 1998.
The interest gained through the investment of county funds can be credited to the general fund of the county, unless such investment is made from specific funds allocated for a definite purpose.
Upon payment of any money to him or her, the county treasurer issues a receipt to the person paying it, setting forth the account upon which it is paid, and, in the case of the payment of taxes, such receipt shall state the valuation of property taxed, the rate of taxation, and the total amount of such taxes to agree with his cash book.
It is the duty of the county treasurer to assess, at a fair value, the property of any person liable to pay taxes if the county assessor has failed to assess, to place the same on the tax roll, and to collect taxes on the same in the manner provided by law.
Every county treasurer must keep in his office a cash book with all numerical, date and additional information about money coming into his or her possession.
Every county treasurer who fails, neglects, or refuses to perform his or her duties is guilty of a misdemeanor and, upon conviction, shall be punished by a fine between fifty and five hundred dollars. The court may also rule that the treasurer should be removed from office.
The county treasurer must reside in the county they represent.
