Description
Under the Direction of the Director of Workforce Development, facilitate the acquisition of competitive employment for clients with disabilities referred by the Florida Division of Vocational Rehabilitation. Major duties include effective communication with referral sources, assessing applicants to determine vocational strengths, identify barriers to employment, provide vocational counseling and employability skills training, conduct targeted job development, and provide consultation with employers who hire Goodwill clients.
Essential Functions/Duties
1. Maintain on-going productive relationships with Vocational Rehabilitation Counselors and other referral providers to market the Specialized Placement programs to ensure a steady stream of appropriate referrals to the Specialized Placement program.
2. Conduct an initial assessment of each new client to identify vocational strengths and barriers to employment, assess employability skills and develop an achievable vocational goal.
3. Develop and implement an individualized Employment Plan that contains an achievable vocational goal and measurable, time-limited goals and responsibilities that will remediate or ameliorate identified barriers to employment.
4. Ensure that all required client data is accurately recorded in Goodwill’s Client Information System to provide current, accurate statistical data for the department’s monthly client census, quarterly outcome measurement, and GII’s Annual Statistical Report (ASR).
5. Prepare correct vendor billings in a timely manner
6. Ensure that all client documents, including Monthly Progress Reports (MPRs) and NOA’s, are accurately recorded in the Division of Vocational Rehabilitation’s REBA system in a timely manner.
7. Ensure that all participant case records and program activities are managed in a manner that ensures sensitivity to and compliance with all requirements for client confidentiality.
8. Ensure that participants move through assigned programs effectively and efficiently from beginning to end.
9. Conduct on-going targeted job development and job and/or task analysis for use in making effective job matches.
10. Collect up-to-date information on job openings to identify potential job openings for clients.
11. Provide short-term job coaching including counseling on job retention skills to assist newly-employed clients become acclimated to their jobs.
12. Provide post placement follow-along for a minimum of 90 days to ensure that the new employee has become acclimated to the job; provide intervention, including, but not limited to short-term job coaching to individuals in need of more intensive post-placement assistance to become stable in their jobs.
13. Act as an advocate to integrate the newly-employed client into the employment setting and the community.
14. Educate and inform employers regarding clients’ training and employment needs, as authorized by the participant.
15. Educate employers and community resources regarding disability issues, how to make reasonable accommodations, and pertinent legislation, as directed by supervisor.
16. Communicate effectively with employers, parents/care providers, social service agencies, and referral sources to coordinate services to meet participant needs in and out of work.
17. Maintain an accurate awareness of general conditions of business, the labor market, and the local economy.
18. Promote an environment of cooperation and support where creativity and innovation are encouraged for participants, employees, co-workers, partners, and other stakeholders and customers.
19. Demonstrate consistently professional demeanor in speech, actions and appearance, serving as a role model for participants, staff and co-workers and community resources.
20. Ensure that all services demonstrate consistent application of the five (5) principles of Self Sufficiency: urgency, responsibility, practice, continual learning, and motivation.
Additional Functions/Duties
1. As directed by the supervisor, assist with data collection for the annual Prevailing Wage Survey.
2. Assist in gathering statistical data for the monthly client census and the generation of the quarterly outcome measurement report.
3. Maintain a working knowledge of CARF requirements and standards regarding client files and program issues.
4. Serve as member of the Admissions & Quality Review committees.
5. Perform other duties as assigned by the Director of Workforce Development.
Qualifications

3. Knowledge of principles and practices of a rehabilitation facility.
4. Knowledge of methods and techniques used in counseling.
5. Familiarity with job accommodation/modification techniques.
6. Knowledge of public assistance programs and community resources available.
7. Ability to manage stress related to working with challenging behaviors, meeting tight time targets, and managing case load responsibilities.
8. Ability and the means to travel independently from site-to-site.
9. Ability to pass Florida Level II background check.
10. Ability to successfully job place a minimum of 18 clients annually.
Education and/or Experience
Bachelor’s degree in Education, Social Work or a related field is preferred. An Associate’s degree and four (4) years’ of experience in employment services with special populations may be substituted for a Bachelor’s degree. A minimum of two (2) years’ experience in employment services with special populations is required. Experience in mental health services is highly desired.
Computer Skills
To perform this job successfully, an individual should have intermediate knowledge of MS Word, Excel, and Outlook.

1. Regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
2. Vision abilities required by this job include: close, distance, color, peripheral vision, depth perception, and the ability to adjust focus.

4. The noise level in the work environment is usually moderate (examples: business office with computers and printers, light traffic). Ability to hear normal sounds.
License and Certifications
Valid Florida Driver’s License with an insurable driving record and current private auto insurance policy.
