What this job is about:
As an IT Business Analyst – Senior Specialist (Supervisor), you will supervise a team of IT Business Analysts responsible for a full range of activities that include providing consultation and business expertise in the analysis, design, configuration, testing and implementation of OFM’s enterprise applications. You understand the technical landscape, business processes, business cycles and systems, and is recognized as the go-to resource on process, best practice, questions, or issues that arise within the business analysis discipline along with developing and maintaining all business analyst templates used across all the projects.

In this role, you’ll have the opportunity to:

Lead a team to enhance the effectiveness through performance appraisals and professional development opportunities; evaluate skillsets and makes decisions on training plans for staff.

Manage resource planning to support agency initiatives and projects including planning, assigning, and directing work that aligns with customer priorities.

As a working supervisor, you are assigned projects across multiple business lines and handle new business lines with the same level of confidence as familiar ones. You are responsible for the upfront planning phase of projects, assisting business stakeholders in clarifying business objectives and requirements, expectations and other artifacts while also mapping them to strategic business directions and communicating them to teams for technical solutions. We’re looking for someone with in-depth knowledge of and experience in business analysis, leadership skills and strong communication skills.

Duties
What you’ll do:

  • Assign, direct, and evaluate work and assignments to ensure quality processes and procedures are met.
  • Forecast, plan, and recommend appropriate staffing levels to support current and future systems.
  • Track, approve and submit leave of staff and ensure accurate timekeeping and attendance records. Write performance expectations and Performance Development Plans, conduct evaluations. Provide feedback and evaluations to unit manager based on established criteria.
  • Lead and/or participate in recruitment and retention efforts e.g. interviews, hiring, employee onboarding.
  • Manage expectations with stakeholders, customers, and partners and communicate when issues/events may affect delivery.
  • Ensure staff are following the program’s established processes and leveraging the Business Analysis Toolkit as developed for the program
  • Create and run training sessions related to Business Analyst work.
  • Support and be the champion for organizational changes as they occur.
  • Analyze the complexity of the applications to ensure all processes and requirements for both new and existing systems are identified.
  • Obtain a full and clear understanding of the business needs, issues, cycles, processes, tools, technology, and expectations needed for the business to meet their objectives.
  • Understand the holistic view of projects, technology roadmaps and environments to complete tasks.
  • Develop various business analysis documentation such as Stakeholder Analysis Plan; Business Analysis Plan; Business Process Flows; Wireframe Prototypes; Gap Analysis; Communication Plan; Functional Requirements Specification Plan (Epics, User Stories, Acceptance Criteria(s)); Vendor Scenarios; Transition Plans for hand off to M&O.
  • Provide leadership throughout project activities across multiple environmental or administrative programs and partners with the business stakeholders, technical teams and/or vendors in requirements elicitation, documentation and management, design, testing, readiness, and implementation activities.

Qualifications
Required Qualifications:

  • One (1) year of experience as an IT supervisor or team lead. *Experience can be gained concurrently.
  • Either a SCRUM certification, such as SCRUM Master and/or Product Owner OR two (2) years of experience in Agile frameworks and methodologies such as SCRUM or Kanban.
  • Either a bachelor’s degree in computer science, Information Systems, or related field or discipline OR additional related professional experience that may substitute for the educational requirement on a year-for-year basis.
  • Seven years’ of recent information technology related experience performing business analysis functions including: elicitation, tracking, and documentation of business and functional requirements; development of business process models, mock ups, user stories, epics and acceptance criteria, use cases, test cases, training materials and provide training to customers; performing as a liaison between business and technical staff; providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments and visually documenting those processes.
  • Intermediate level experience in Microsoft Office products such as Excel, Word, Visio, etc.
  • Demonstrated technical knowledge around application/system development lifecycle, including the research, design, development, and testing of computer software to business customers. Demonstrate general understanding of software systems. Basic knowledge of servers, databases, and client and/or server-side technology.
  • Must have a strong understanding of how business process and requirements evolve to produce clear and concise user stories and acceptance criteria(s).
  • Excellent written and verbal communication skills.
  • Ability to disseminate information and instruction.
  • Excellent leadership, facilitation, and interpersonal skills.
  • Ability to multi-task; provide high-level support for more than one project at a time.
  • Organization and time management skills.

Desired Qualifications:

  • Business Analysis certification.
  • Up to date on Business Analyst industry developments, trends and tools.
  • Experience in one or more of the following areas:
    • Budget, Legislative or Executive applications or processes.
    • Financial/Administrative applications or processes.
    • Human Resource Management System (HRMS) application or processes.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
