Why does the job exist?

The IT Application Developer III will:

  • Create, manage, and maintain solutions in SharePoint, both on prem and in a M365 environment. This is a varied business facing role.

How does it get done?

The IT Application Developer III is responsible for:

  • Designing, creating, and organizing site collections that support efficient business process workflows. This includes participating in user interface design;
  • Working with business users and managers to document and analyze workflows that will be automated in SharePoint. Using that information to create requirements documents for SharePoint solutions;
  • Analyzing and documenting business processes to help identify how SharePoint can meet those requirements;
  • Creating functional requirements and designing documents to ensure business requirements are accurately recorded;
  • Developing customized solutions. This may include integrating third-party tools and/or custom code into SharePoint;
  • Designing and developing portal content and applications that integrate with other enterprise systems and third-party products;
  • Providing expertise and support to end users and other members of the IT support team and providing training to business leaders and end users;
  • Participating in testing, and conducting research on emerging SharePoint development tools and strategies;
  • Improving the efficiency and usability of our SharePoint solutions, leveraging your ongoing research and understanding of business needs.

Who are the customers?

  • The internal customers of this role are HSD business divisions. External customers include members of the public applying for and receiving benefits from HSD, other state agencies, and various other entities;

Ideal Candidate

The ideal candidate has:

  • Two (2) years experience in administration and development in SharePoint.;
  • Four (4) years of experience in software development;
  • Experience in .NET development;
  • Experience in SQL Server or equivalent databases;
  • Experience in Web development (HTML, CSS, JavaScript);
  • Experience with Microsoft IIS/Windows, or equivalent server platforms;
  • Strong understanding of Object Oriented Programming and Design;
  • A solid understanding of general Information Technology concepts and principles related to client / server computing and in working across organizational and disciplinary boundaries to define and execute technology-based initiatives;
  • Previous experience collaborating with project stakeholders, assessing regulatory requirements, and defining scope and performance measures of results;
  • Previous experience facilitating problem solving, defining a problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending solutions based on data driven analysis;
  • Demonstrated experience applying interpersonal skills to establish credibility and rapport with team members, management, and stakeholders;

Minimum Qualification

Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and four (4) years of experience in software programming. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver’s License.

Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required.
