Interstate Compact Specialist

The Office of Judicial Administration is responsible for the efficient administration of all agencies that operate under the direction of the Chief Justice and the Supreme Court. That includes 200 personnel; fiscal management; communication; technology; legal services; intergovernmental relations; services for the trial courts; and support for court boards, commissions, and committees. The Office is headed by Chief Administrative Officer Justin P. Forkner, who reports directly to the Chief Justice of Indiana and serves as the link between the Chief Justice and the agencies of the Court.

Salary: The salary for this position traditionally starts at $ 60,000 but may be commensurate with education and/or experience.

About The Job:

This position serves as Interstate Compact Specialist, with the Indiana Office of Court Services, in the division of Justice Services. This position processes documentation and coordinates communication for adult and juvenile offenders requesting transfer of community supervision to reside in another state, after being convicted or adjudicated of a crime and sentenced to probation/community supervision in Indiana.

A Day in the Life:

Process transfer requests and compact activities for active supervision cases, regarding notification of departures, arrivals, travel permits, progress, violations and case closures, through the Adult and Juvenile Tracking Systems. This position strives to promote public safety by providing effective surveillance strategies for offenders under supervision in another state, through compliance and enforcement of Interstate Commission for Adult Offender Supervision (ICAOS) and Interstate Commission for Juveniles (ICJ) federal rules. In addition, this position serves as a liaison between Indiana’s community supervision staff in each county, and the respective Compact Office for the state in which the offender is requesting to reside. Additional responsibilities include, but not limited to:
• Coordinate transmittal of interstate compact correspondence; travel permits, transfer. requests/responses, violation reports/responses, closure notices/responses, progress reports, and reporting instructions requests/replies.
• Maintain updated electronic and written records in the Adult and Juvenile Tracking Systems, for active cases.
• Serve as a liaison between Indiana county level community supervision staff and Compact staff representing the other states.
• Monitor time sensitive deadlines, run reports and ensure compliance.
• Provide assistance to community supervision staff and state compact agencies.
• Process Transfer Investigation Requests (TIR’s); proofread for accuracy and completeness, verify eligibility, intercept for correction and resubmission, and check against compact rules.
• Prepare local counties for National Commission audits; advise counties of overdue notices and local users with database clean-up.
• Prepare and conduct Interstate Compact training for Indiana community supervision staff at county level and community correction staff.
• Serve as a mediator between Indiana and other states, to resolve issues concerning a specific case and/or interpretation of rules.
• Serve as a subject matter expert for state compact agencies and local community supervision staff.
• Cross train on the coordination of the return of Juvenile Runaways and Absconders.
• Attend web-based trainings for both adult and juvenile compacts and state council meetings.
• Assist Parole Interstate Compact staff, as needed.
• It is essential to be work during regular business hours to staff clients during these regular business hours for discussion and interaction. Your availability allows for impromptu meetings, allows for team interactions, and encourages dialogue on difficult matters.
• Additional duties as assigned.

What You’ll Need for Success:

Accredited Bachelor’s degree in Criminal Justice, Psychology, Social Services, Public Administration, Human Services, or related, and two (2) years of experience in criminal justice, probation, of related field.
• Knowledge of and experience with Interstate Compact process, rules, and procedures; strongly preferred
• Knowledge of Microsoft PowerPoint, Word, SharePoint, Outlook, and Excel,
• Knowledge, or ability and willingness to learn ICOTS and UNITY
• Knowledge, or ability and willingness to become well versed in Interstate ICAOS and Interstate Commission for Juveniles federal rules
• Knowledge of Indiana Court System
• Knowledge of the probation process, stakeholders, and their roles in the process (i.e. judges, attorneys, probation officers, etc.)
• Comfortable working in a close-knit, team environment with cross training to assist when needed
• Ability to transform policy into practice
• Ability to prepare and maintain complex records and files in an automated system
• Ability to maintain confidential records and access to secure data systems
• Ability to organize and work with many details on numerous cases simultaneously in an efficient manner
• Ability to successfully diffuse elevated conversations, and manage conflict resolution
• Possess high level of integrity and ability to remain objective
• Advanced technical expertise, with ability to learn and easily navigate other court’s systems
• Motivated self-starter with the ability to anticipate and meet work needs
• Ability to act as a liaison when interacting with management, staff, internal and external stakeholders to provide program specific information, answer questions, and address issues/problems raised
• Excellent verbal and written communication skills, including command of correct grammar, proofreading, and editing
• Ability to communicate information accurately, clearly, and confidently; during presentations
• Apply policies and rules of federal compact in conjunction with state rules and laws
• Ability to build rapport with the National Compact Staff, and the local Adult and Juvenile community supervision staff in Indiana’s 92 counties
• Ability to research, coordinate, and track work completed by others
• Demonstrated professionalism when dealing with the needs, problems, and/or concerns of other department staff, outside agency personnel, and/or the public
• Demonstrated ability to follow through on tasks, attention to details, and work independently
• Proven ability to exercise discretion in handling confidential information and materials in a professional manner
• Have and maintain a lifestyle that ensures public confidence in the integrity, competence, impartiality and independence of the judiciary.
