Merchants Bank, Winona, has an opening for a Payroll Specialist. This position is responsible for processing regular and supplemental payrolls in a multi-state environment. Duties also involve reconciling payroll reports, preparing year-end tax filings, and projects. Answers employee questions regarding payroll, compensation, employment law, and time off benefits. Will be the subject matter expert in compliance and laws related to tax, wage and hour, time off, and all aspects of payroll.
A minimum of an Associate degree in business or a related field of study or equivalent work experience in the payroll field required. Must be good with Microsoft Excel and have excellent verbal and written communication skills. Accounting knowledge is helpful. Must be organized and detailed, able to multitask, and work under pressure to meet deadlines. A high degree of professionalism and confidentiality is required.

Job Summary:
The Payroll Specialistis responsible for processing full cycle exempt and non-exempt payrolls in a multi-state environment. This team-oriented role works closely with peers and HR partners to audit, prepare, and process both regular and supplemental payrolls to ensure employees are paid in an accurate and timely manner. This role will have subject matter expertise in payroll compliance and general principles of payroll accounting knowledge.
Payroll Essential Responsibilities:
- Research and develop recommendations for implementation of all new and updated laws, regulations, or guidelines through individual inquiry and monitoring. This will include tax, wage and hour, time off, and all other aspects of payroll. Work with internal teams as needed.
- Monitor transactions performed by all employees to payroll and timekeeping systems to ensure compliance with company policy.
- Responsible for Employee Self Service administration and login troubleshooting.
- Establish and maintain employee records according to policy and in compliance with federal/state/local regulations.
- Sets the annual payroll schedule.
- Maintains and updates the web timekeeping system.
- Perform all payroll maintenance.
- Responsible for payroll input of hours and earnings exceptions.
- In charge of performing all payroll transmissions.
- Reconcile all payroll reports.
- Prepare year-end tax filings.
- Sets up and maintains employee garnishments and child support calculations within parameters of the law.
- Ensure the accuracy of all tax filings and initiates amendments as needed.
- Applies for new taxes for new jurisdictions, as applicable.
- Works with auditors to provide requested information.
- Calculates the necessary year end accruals for the CFO.
- Perform time off benefits administration and reconciliation, including carry over amounts.
- Perform troubleshooting of Direct Deposit Banking Issues/ACH Rejections
- Respond to employee questions regarding payroll, compensation, employment law, and time off benefits.
- Work with our HRIS system, Dayforce, when new updates are released and submitting support tickets as needed.
Additional Human Resources Responsibilities:
- Determines eligible employees for the ESOP and calculates the annual employee contributions.
- Approve employee wellness program reimbursements.
- Determine eligibility, calculate, and process the semiannual Success Sharing Bonus Plan, while applying the appropriate Federal and State taxation for supplemental payrolls
- Maintains 401k enrollments and changes. Answers questions pertaining to 401k program.
- Maintains the Emergency Leave Bank and serves as a committee member.
- Serves as the main point of contact for Family and Medical Leave Act.
- Participates in developing and obtaining departmental goals and objectives.
- Assist CHRO in preparation of year-end personnel board information.
- Back-up to HR Officer for preparing files for the annual personnel budgeting process.
- Serves as a resource regarding the employment law aspects of the business.
- Acts as presenter as needed at supervisor training functions.
- Employee may be asked to perform other duties as required by business needs.

Mental Demands / Skill Requirements:
- Minimum of an Associate degree in business or a related field of study or equivalent work experience in the payroll field.
- Intermediate Microsoft Excel skills required including manipulation of pivot tables, VLOOKUP’s, and formulas.
- Familiarity with tax withholding and garnishment processes and procedures. Accounting knowledge helpful.
- Excellent communication skills and keen attention to detail.
- Ability to manage multiple complex projects simultaneously while working under pressure to meet deadlines.
- Strong discretion in dealing with highly confidential and sensitive information.
