Business Analyst / Project Coordinator
Information Technology
Pay Range: $33.98/hr. – $50.93/hr. ($70,678.40 – $105,934.40/annually)
Shift: Monday – Friday, 8:00 AM – 5:00 PM (40 Hours/Week)

MAJOR FUNCTION
Provides business and project coordination support to county divisions by developing, maintaining, and assisting IT Management to implement comprehensive technology plans that will meet the business and technology needs of our customers. Position directly reports to an IT Manager and will be assigned to an IT section supervisor or IT Director as projects or workload demands.
ILLUSTRATIVE DUTIES
General
The Project Coordinator designs IT solutions (new/modifications) to improve business unit efficiency and productivity. They work as a technical advocate for customers and examine existing business processes data flows, and use of technology in the business. They help customers understand various technology options and how each can be used to meet specific business requirements. The Project Coordinator develops project plans, timelines, cost estimates, and is critical to the creation and successful implementation of project plans and oversight of the entire project life-cycle. Responsible for coordinating, and recommending staff assignments, schedules and tracking the progress of projects to ensure timely completion.
Project Initiation
Responsible for identifying the business and technical needs and proposing automated solutions to business problems and issues. Develop business and strategic plans with assumptions, constraints and impact analysis on business processes. Develop project scope, feasibility, requirements, cost analysis, return on investment and time estimate reports, as needed. Develops training plans, conducts training sessions and implementation procedures. Assist in preparing Request for Proposals (RFPs) for technology-related solutions and evaluating vendor responses.
Project Management
Responsible for coordinating projects from analysis through implementation for small/large complex systems and projects to improve business efficiency. Responsible for recommending staff assignments, schedules and tracking the progress of staff and projects to ensure timely completion. Responsible for creating, maintaining, and reporting project timelines (Gantt and PERT).
Performs the systems analysis and design for small/large complex systems. Research, analyze, and evaluate work as a technical advocate for customers and examine existing business processes, workflow, and data flows in the business. Identifies data conversion procedures. Reviews, analyzes, and creates detailed documentation of business systems and user needs including workflow and program functions.
Standards / Training
Ensure the project deliverables conform to IT standards and best business practices. Trains customers in the proper use of systems. Develops training materials, plans, test data, test scripts, and evaluates test results. Assists in the training of junior staff members.
Communications
Conducts meetings, acts as the single point of contact between the customer and IT with IT Management, customers and vendors. Works with customers to explain technology usage, project plans and results. Provides written and oral reports to Information Technology management and customers. Ensures milestones are met and project information is provided to all team members.
Performs other duties as assigned. Travel is required.

Ability to organize sequential and non-sequential tasks. Ability to follow a plan. Understanding of staffing requirements for various project types and sizes. Ability to meet deadlines. Ability to motivate staff. Ability to use Microsoft Project software. Ability to clearly convey system fundamentals and basic computer functions. Ability to develop detailed documentation for training classes. Ability to follow oral and written instructions.

MINIMUM QUALIFICATIONS
Graduate of an accredited four (4) year college with major course work in Information Technology. Must have a minimum of five years analysis or design experience in a medium to large-scale IT operation.
Must have a valid driver’s license and be able to secure a valid Florida’s driver’s license at the time of employment within this classification.
A comparable amount of related training, experience and education may be substituted for the minimum qualifications except for the degree requirement.
Travel is required.
