Overview
AIR is seeking to hire an Indefinite Deliverable Indefinite Quality (IDIQ) Manager for the anticipated five-year Third Party Monitoring Services (TPMS) IDIQ funded by United States Agency for International Development (USAID) Bureau of Humanitarian Assistance (BHA). The primary objective of the TPMS IDIQ Contract is to ensure that BHA services and deliverables are verifiable provided at high quality across commodities, modalities and locales to support humanitarian assistance objectives, and that USAID is effectively equipped with the information needed to improve programming and reduce risks associated with product and service delivery. The contract will provide Missions and operating units (OUs) with the following services: third party monitoring data collection, analysis, visualization, reporting, briefing, and sense-making facilitation for continuous learning; conduct risk assessments; capacity strengthening for local actors, ensuring that implementing partners and governments have the capabilities and fiduciary integrity to provide relief services to achieve BHA objectives.
This position will be based out of AIR’s Arlington, VA office but will have the option to telework.

Responsibilities
The IDIQ Manager will have overall responsibility for the award, including administration, management, monitoring and evaluation, reporting, program development, and administration of program activities. The successful candidate must have significant USAID humanitarian assistance or adjacent sector programming and/ or IDIQ management experience conducted in fragile environments to include third party monitoring, evaluation, and learning, risk management, and local capacity strengthening. They will serve as the primary point of contact between USAID BHA and the TPMS program.
- Provide technical and strategic leadership on all program activities, including matters of budget, compliance, and reporting
- Serve as AIR’s primary point of contact (POC) with the IDIQ COR and CO for IDIQ matters
- Provide central management and oversight of TOs (TOs) under this award, working collaboratively with USAID central and field project managers, technical officers, Contracting Officers, and the IDIQ COR
- Coordinate across TOs to provide mentoring, training, and guiding Contractor TO staff; general management oversight on all Contractor TOs under this award; and quality control and timelines of all deliverables
- Work with USAID to resolve issues across TOs or at individual TO levels if appropriate, and share lessons learned and best practices
- Ensure regular data collection and information management across TOs to contribute to USAID’s learning agenda on preventing armed conflict and violence
- Manage the preparation and presentation of all work plans, MEL plans, reports and learning products
- Collaborate with USAID staff to achieve all program goals
- Serve as technical lead in designing, implementing, and overseeing the aspects of the activities
- Represent AIR externally at meetings, workshops, and other events
- Act as a key liaison with host country government, client offices and missions, and international and civil society organizations in relevant countries and Washington, DC, including for oversight, reporting, and compliance
- Develop new and maintain and strengthen current relationships with numerous local resource partners anticipated to provide, and in the process of providing TPM, evaluation and learning requests from USAID BHA missions
- Manage a diverse team of implementing partners and project staff members across multiple countries
- Travel to program locations to lead implementation of activities and provide technical assistance, as needed, to program partners, grantees, and beneficiaries.
- Approve expenditures and other financial transactions in accordance with AIR and USAID policies and practices
- Liaise regularly with USAID, local staff and partners, STTAs, and AIR’s home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner
- Manage relationships with local partners and government, civil society representatives and international donor representatives
- Contribute to ongoing AIR business development efforts around the world
- Continue to build and lead AIR’s dynamic TPM team and MEL Practice area
Qualifications
Education, Knowledge, and Experience:
- Master’s degree (or higher) in international development, political science, social protection, humanitarian relief, management, or other relevant field
- At least 7 years of exceptional experience leading donor-supported development programs of similar size and complexity
- At least 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment
- In-depth familiarity with, understanding of, and ability to successfully navigate within various fragile, climate-affected and conflict-affected country contexts
- Demonstrated experience working in close coordination with donors and other partners, including formal and/or informal local/regional actors
- Experience and technical expertise working on monitoring, evaluation, and learning support, risk mitigation support, and local capacity strengthening
Skills:
- Demonstrated capacity to develop local partner capacity and to effectively identify and engage local partners in the implementation of their programming
- Strong cultural competence and success working with staff and partners from a variety of backgrounds and in a verity of contexts
- Demonstrated ability to coordinate and collaborate with a diverse set of stakeholders including private sector, public agencies, companies, youth groups, CSOs, and other development partners
- Demonstrated financial, human resources, procurement, and administration competences
- Fluency or expert skills in a language other than English, with a preference for fluency in Arabic, French or Spanish
- Ability to travel globally as COVID and security requirements allow
Disclosures:
Applicants must be currently authorized to work in the U.S. on a full-time basis. Employment-based visa sponsorship (including H-1B sponsorship) is not available for this position. Depending on project work, qualified candidates may need to meet certain residency requirements.

AIR’s Total Rewards Program, is designed to reward our staff competitively and motivate them to achieve our critical mission. This position offers an anticipated annual salary of $110,000 – $155,000. Salary offers are made based on internal equity within the institution and external equity with competitive markets. Please note this is the annual salary range for candidates that are based in the United States.
