Job Overview :

The Ohio Department of Medicaid (ODM) is seeking a dynamic healthcare policy professional to join the Home and Community Based Services (HCBS) Policy Team, within the Bureau of Long-Term Services and Supports (LTSS). The HCBS Policy Team is responsible for policy development and oversight of a variety of state-wide programs aimed at supporting the needs of eligible individuals located throughout their community. Programs include:

  • 1915(c) waiver programs operated by the Ohio Department of Aging (ODA), the Department of Developmental Disabilities (DODD), and ODM
  • Program for All-Inclusive Care for the Elderly
  • Electronic Visit Verification (EVV)

As the HCBS Direct Care Service Policy Manager, your responsibilities will include:

  • overseeing and developing HCBS direct care service policy within LTSS
  • managing the statewide policy administrative activities for HCBS direct care service policy including the EVV program and waiver aligned direct service worker policy
  • serving as the agency subject matter expert for HCBS direct care service policy requirements that impact LTSS, Managed Care, and State Plan Services
  • ensuring ODM policies and procedures comply with federal requirements through program oversight and evaluation
  • drafting legislative language impacting service delivery within LTSS
  • development of reports to CMS, preparing policy white papers, and coordinating constituent inquiries directly related to HCBS direct care service policy and program operations
  • coordinating, leading, and facilitating stakeholder engagement and communication strategies
  • drafting Ohio Administrative Code rules and State Plan Amendments

Qualifications
Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance; and 12 months experience in the delivery of a health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data base analysis).

-Or 12 months experience as a Medicaid Health Systems Specialist, 65293.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
