Duties

This position functions as the Physician and Provider Recruiter. The Physician and Provider Recruiter is the office of responsibility for local physician and provider recruitment and retention operations of the health system. Duties include but are not limited to:

  • Works directly with medical staff management to determine hiring needs, best recruitment avenues, and compensation packages for medical staff positions.
  • Serves as the senior strategic HR recruitment and retention advisor at the local VA health care system (VA Medical Center and community-based outpatient clinics).
  • Provides outstanding customer service and “white glove” recruitment practices to ensure applicants for medical staff positions choose VA.
  • Builds coalitions with local educational institutions, professional organizations, and other relevant recruitment sources.
  • Provides strategic recruitment and retention services to health system leadership and service line managers.
  • Provides input to health system leadership on short- and long-range analyses of recruitment, hiring and retention requirements.
  • Resolves facility recruitment and retention problems and issues that often involve conflicting or incomplete information.
  • Applies analytical techniques that frequently require modification to accommodate a wide range of variables within the facilities local labor market area.
  • Serves as the case-manager for all physician and provider recruitment and onboarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H).
  • Serves as the primary point of contact (POC) for physician and provider candidate site visits/interviews and ensures an enhanced candidate experience through coordination of candidate travel, interview agendas, facility tours, local area community tours, formal contingent offers, and initiation of credentialing and privileging (C&P).

Work Schedule: Full-time, Monday-Friday, 8am-4:30pm CST

Compressed/Flexible: May be available for highly qualified candidates, after 90 days onboard.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

GS-12 Grade:

To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:

Criteria 1– Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You must submit a copy of your unofficial transcript. Qualifying specialized experience includes:

(1) Conducting recruitment and placement activities from cradle to grave for variety of professional, administrative, and technical positions.

(2) Interpreting and applying qualification standards/requirements to determine applicant qualifications.

(3) Providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions.

(4) Explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions.

(5) Analyzing recruitment and staffing issues or problems and developing and recommending possible approaches, alternatives, and solutions.

Criteria 2– Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Qualifying specialized experience includes:

(1) Applying and providing technical guidance on Title 38 compensation including, but not limited to: physician, dentist, and podiatry pay setting, physician performance pays, nurse locality pay schedules, and Special Salary Rate (SSR) schedules.

(2) Interpreting and applying Title 38 compensation laws, regulations, CFR, VA Directives, VA qualification standards, and other guidelines.

(3) Utilizing effective marketing techniques needed to develop multi-faceted strategies to attract and appeal to various audiences, e.g., HPTs, academic/faculty, and external physicians, providers, and other professionals in hard-to recruit occupations/specialties.

(4) Conducting in depth analysis of professional medical staffing needs for the hospital.

(5) Maintaining a database/management information system to track candidate leads for short term and long-term use.

(6) Formulating and implementing long and short-term policies, procedures, and program plans for the attraction and retention of professional medical staff.

(7) Routinely evaluating the recruitment program and preparing reports for executives to make informed decisions.

(8) Utilizing automated staffing programs to prepare vacancy announcements and issue referrals to managers.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

Qualifying education for the GS-0201 series includes programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
