Human Capital Management Administrator 1

In support of Governor DeWine’s Executive Order (No. 2023-10D) and the work of Ohio Lieutenant Governor Husted as Office of Workforce Transformation, the Ohio Department of Administrative Services (DAS) is seeking an experienced and energetic Human Capital Administrator 1 within the Office of Talent Management. This individual will collaborate and liaison with Ohio’s Career-Technical Education (CTE) programs and establish a partnership with those programs to identify and recruit CTE students and recent graduates for vacant positions in all state agencies, departments, boards, and commissions within the executive branch.

Ohio’s innovative practice of using skills-based hiring approach enables the State of Ohio to identify and engage with a broader range of talent, providing opportunities for those with non-traditional educational backgrounds or practical experience to contribute to the state’s workforce.

Anticipated duties include:

  • Serve as a liaison with Ohio’s Career-Technical Education (CTE) programs.
  • Establish a partnership with all Ohio Career-Technical Education (CTE) programs to identify, circulate, publish, and/or recruit CTE students and recent graduates for available positions in all state agencies, departments, boards, and commissions.
  • Lead a comprehensive review of all State of Ohio classifications with degree requirements and identify opportunities to propose amendments to those classifications.
  • Identify an appropriate job matching tool to assist applicants with postings they may be qualified to fill.
  • Review job postings and job descriptions for consistency and compliance of Executive Order.
  • Assist in drafting and development of a statewide policy on Skills-Based Hiring.
  • Ensure that all state agencies, departments, boards and commissions are in compliance with hiring practices and periodically perform compliance-based audits.

Serves as an unclassified employee pursuant to O.R.C. Section 124.11 (A)(9).

Qualifications
Minimum Qualifications:

Completion of graduate core program in human resources, business or public administration; 24 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.

-Or Completion of undergraduate core program in human resources, business or public administration; 36 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.

-Or 12 mos. exp. as Human Capital Management Manager, 64615.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
