This recruitment will establish an Open eligible list and will be used to fill current and future Business Services Deputy Director positions within Social Services Agency. The eligible list established from this recruitment may also be used to fill positions in similar and/or lower classifications within the County of Orange.

SOCIAL SERVICES AGENCYAdministering a number of human services programs, the County of Orange Social Services Agency (SSA) is composed of four business divisions and over 4,400 dedicated employees, providing human services to an average of one in four Orange County residents. SSA operates under the policy direction of the Orange County Board of Supervisors and the California Health and Human Services Agency. SSA is responsible for planning, implementing and operating many of the social services programs provided by the County of Orange.
Funding for programs comes primarily from Federal, State and County sources. SSA’s budget is approximately $1.2 billion, with fiduciary responsibility for an additional $4 billion in services provided as a result of programs it administers.

THE OPPORTUNITY
The Social Services Agency (SSA) is seeking an experienced Deputy Division Director (Business Services Deputy Director) with governmental finance expertise to oversee its Financial, Data Analytics & Research section. The position ensures appropriate fiscal management and operational integrity of the Agency through budgeting, financial monitoring, strategic financial planning, fiscal analysis and appropriate interfaces between the County’s financial systems and the California Statewide Automated Welfare System (CalSAWS). In addition, this position is responsible for caseload projection, trend analysis and other research and data analysis projects that help the Agency identify resource needs as well as developing policies and practices. Other duties include, but are not limited to:
- Provide analytical support necessary to secure appropriate financial, personnel and material resources for agency-approved programs and operations
- Provide administrative interface with Contract & Procurement, Human Resource Services, Facilities, Information Technology, Accounting and other agency administration units
- Provide financial analysis, research studies and recommendations to all four divisions as it relates to program or operational changes
- Maintain appropriate interfaces between different state and local systems to ensure benefit payments to customers
- Provide analytical analysis and reports to external and internal customers
- Work closely with other county departments including Auditor-Controller, County Executive Office (CEO) Budget Office and represent SSA in financial discussions with other departments or as part of employee labor negotiations
- Actively participate and represent Orange County’s interests in regional and statewide professional organizations including the County Welfare Directors Association
- Direct supervision of three senior management level positions and approximately 30 professional and technical positions
This Deputy Division Director position will provide direct oversight and direction over a section whose focus is on developing, managing and making recommendations to department executives and other county stakeholders over a budget of $1.2 billion in appropriations.
THE IDEAL CANDIDATE
The ideal candidate will be a seasoned manager with extensive governmental finance experience that has a firm understanding of local government finances and data analysis. The ideal candidate must also possess experience working within a substantially large and complex organization, such as a Social Services or other governmental agency. In addition, in order to be successful in this position, candidates must demonstrate thorough knowledge and/or expertise in the following:
Professional/Technical
- Possess a bachelor’s degree and/or graduate degree in finance/accounting, public administration, social services and/or a related field
- Possess strong financial/budgeting experience and knowledge of social services program funding mechanisms related to complex and diverse federal, state and county revenue sources
- Demonstrate expertise with principles and practices of county budget administration and analysis, including preparing, justifying, implementing and monitoring budgets
- Plan for ongoing operations and capital improvements with associated analysis of appropriate and available funding sources for such activities
- Develop strategic financial plans for both short and long-term fiscal performance and modeling to analyze future anticipated funding changes due to budgetary impacts or new legislative requirements
- Create and update detailed Microsoft Excel spreadsheets, records and reports with high level of accuracy as well as utilize Microsoft Word, PowerPoint and Outlook proficiently

SPECIAL QUALIFICATIONS
Candidates will be required to undergo a background clearance check and must successfully clear prior to the start of their employment.
