The Division of Child Support Services (DCSS) is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders; enforcing and modifying support obligations; and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs including but not limited to Fatherhood, Prison Re-Entry, and Parental Accountability Court. All of these outreach initiatives are devoted to increasing non-custodial parental involvement in the child’s life.
DCSS is seeking candidates for the position of Financial Operations Generalist 3. This position is based at the DCSS office in Fulton County, GA.

Job Description
Pay Grade: I
Under broad supervision, performs paraprofessional accounting and fiscal control functions, such as accounts payable and receivable, payroll preparation, budget monitoring or related processes. Provides customer service and technical program support for an accounting office or related financial function. May act as lead worker.
- Oversees and monitors financial/accounting issues in the Stars system.
- Monitors SMART system users and performs quarterly system audits.
- Interacts with field, regional, and state office personnel to resolve customer concerns.
- Reviews, researches, and resolves issues involving escrow, funds in error, and unidentified with the primary goal being to disburse funds in accordance with DCSS policy and procedures.
- Performs other professional responsibilities as assigned by supervisor, manager, director, or leadership team, including any special projects and/or workgroups.
- Works closely with the Region Financial Managers.
- Interacts with vendors (reviewing contracts, invoices for approval, contract renewals, etc.).
- Assists with development of eRFPs as needed.
- Performs offboarding approvals and onboarding-related items.
- Monitors SDU’s daily operations.
- Monitors FIDM contracts.
- Compiles and reviews various reports including monthly reports, FIDM collection reports, etc.
- Serves as the interstate contact on payments to resolve payment issues.
*In addition to financial duties, this position monitors contracts for vendor compliance, reviews and approves invoices for payments, anticipates any budget concerns and notifies manager accordingly, compiles reports, etc. The person selected for this position will be the primary contact for all issues related to the state disbursement unit. Duties may also involve training DCSS staff in person or virtually as needed.
Minimum Qualifications
- Bachelor’s degree in a business curriculum or related field from an accredited college or university
OR
- Associate’s degree in a business curriculum or related field from an accredited college or university AND Two (2) years of experience performing accounting and/or fiscal control functions.
OR
- High school diploma or GED AND Four (4) years of experience performing accounting and/or fiscal control functions.
OR
- One (1) year of experience required at the lower level Financial Ops Generalist 2 (FIT021) or position equivalent.
Preferred Skills/Qualifications Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:
- Master’s degree in business curriculum or related field from an approved, accredited college or university AND Twelve (12) months of work experience performing accounting or fiscal control functions.
- Bachelor’s degree in business curriculum or related field from an approved, accredited college or university AND twenty-four (24) months of work experience performing accounting or fiscal control functions.
