Position Description
The Director of Facilities will be primarily responsible for ensuring that routine, preventative, and emergency repairs and maintenance are conducted in a consistent, high quality, efficient, and cost-conscious manner at all CCS King County properties. This position will play a role in capital projects, new construction, and property acquisitions. They will partner with program leadership to ensure that the facilities support client services at 20+ locations across King County.
The Director of Facilities will lead the KC Facilities Department and delegate staffing to ensure preventive maintenance is balanced with emergency needs. This role is based at the Randolph Carter Center, but provides agency-wide facilities support and participates in system-wide safety initiatives.
Responsibilities
Facilities Maintenance (System-wide)
- Oversee maintenance and repairs for 20+ locations; support needed varies by site.
- Develop and update preventive maintenance plans for each property and provide training and consultation to Program Managers to ensure compliance.
- Implement and oversee maintenance work order system for initiating and tracking maintenance and repair work.
- Oversee completion of annual safety/maintenance inspections for all sites. Troubleshoot problems and propose solutions including preventative and long-term maintenance plans.
Training & Technical Support
- Provide training and consultation to management on maintenance and safety best practices.
- Develop and implement safety training program for all maintenance and janitorial staff; ensuring that OSHA and WISHA safety requirements are maintained at all sites.
Safety & Emergency Preparedness
- Ensure all sites have up to date disaster and emergency response plans, including annual plans for emergency drills.
- Co-facilitate the Randolph Carter Center Safety Committee and oversee Committee activities, including policy development, communications, and emergency preparedness.
- Support all sites in the development and management of Safety Committees.
- Serve on the CCSWW Safety Committee and ensure local compliance with CCSWW Comprehensive Safety Guidelines.
Capital Projects & Vendor Relations
- Direct and organize new construction and major rehab projects. Coordinate bids from independent contractors when appropriate, overseeing their work and delivery of services. Work closely with program leadership to coordinate project scheduling and quality assurance.
- Oversee space planning and relocation projects for all CCSKC sites.
- Maintain a master list for various vendors needed to maintain buildings such as landscaping, HVAC, elevators and security alarms. Maintain a schedule for periodic competitive bidding.
Fiscal Management & Procurement
- Prepare annual Facilities budgets for CCSKC Family Centers (RCC, Kent Family Center, Federal Way Family Center, East King County) as well as other sites managed by KC Facilities. Monitor spending in accordance with budget parameters.
- Responsible for following the CCSKC’s procurement and contract process when engaging vendors, soliciting bids, negotiating pricing and overseeing the quality completion of vendor services.
- Oversee all Facilities accounting activities, including receiving and tracking invoices, preparing check requests and ensuring timely payment of bills.
- Review maintenance, repair, and janitorial supply purchasing and develop a tracking system for purchases.
Staff Supervision & Departmental Leadership
- Supervise up to five (5) KC Facilities employees, including management, administrative and maintenance tech staff.
- Ensure performance evaluations are conducted and issues are addressed.
- Conduct regular team meetings to ensure planning and reporting on all departmental activities. Foster positive communication and team work among staff.
- Provide continuing education and leadership development opportunities for Facilities staff.
Oversee maintenance of Randolph Carter Center facility
- Lead contact for maintenance and janitorial needs of the building.
- Direct maintenance and repairs for all building systems, including security, plumbing, HVAC, roof, appliances, copiers, fixtures and waste management.
- Ensure exterior of building and grounds are clean and well-maintained.
- Perform and oversee a variety of maintenance tasks and ensure needed repairs, including, but not limited to: changing locks, minor plumbing issues, appliance and fixture repairs, interior painting, deep cleaning, and junk removal.
- Respond to emergencies in the building during hours of operation and perform or coordinate emergency repairs.
- Respond to after-hours calls from Washington Alarm and communicate alarm-related updates to key staff.
- Understand the functions of the fire control, plumbing, HVAC, electrical and security systems and maintain accurate maintenance records.
- Safeguard and manage building key and WinDSX key card system. Supervise staff use/possession of keys and keycards.
Fleet Management (back up for Facilities Project Manager)
- Responsible for maintaining and scheduling RCC fleet vehicle.
- Review documentation for new and existing fleet drivers, providing final approval for fleet drivers in alignment with the agency’s fleet driving policy; consulting the Director of Program Support before denying staff driving privileges.
- Periodically remind facilities with fleet vehicles of requirements to maintain vehicles.
Other Duties as Assigned
- Other responsibilities as directed to maintain the daily functions and needs of Catholic Community Services of King County.
- Renew tabs and inspect vehicles annually.

Qualifications
- BA or equivalent work experience.
- Five (5) years prior experience in maintaining a company’s physical properties with the ability to lead and motivate others.
- Prior supervisory experience in high-volume, deadline-oriented work environment.
- Exceptional customer service aptitude.
- Demonstrated facilities-related project management experience.
- Must have basic knowledge of carpentry, flooring, plumbing, painting, drywall installation and repair, and HVAC systems.
- Experience working independently, prioritizing work tasks, and following through with completion of tasks.
- Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.
- Criminal history background checks are required prior to employment.
- Regular access to a vehicle and ability to meet the agency driving policy standards.
Preferred Qualifications
- Knowledge of services for homeless individuals, low-income housing projects, and resources for low-income people in Seattle.
