Who we are looking for:
In this role, you will provide expert level analysis and consultation to DES Management, state agencies, the State Efficiency and Environmental Performance (SEEP) program and other decision-making entities about strategically installing Electric Vehicle Supply and Equipment (EVSE) Infrastructures at leased and owned facilities. You will support the agency mission by working in collaboration with the SEEP program to prepare a zero-emission vehicle implementation strategy, to include standard metrics and reporting requirements for the agencies. You will produce complex reports to inform and provide expert level advice and consultation to management, state agencies, and lessors on the benefits and opportunities at identified locations.

Duties
Some of what you will enjoy doing:

Identify and provide ongoing reports of existing EVSE infrastructure at lease facilities. Research, analyze, and evaluate optimal charging hub locations by fiscal year and the estimated costs to do so by fiscal year:

  • Perform highly complex, multidimensional assessment of (research, analyze, and evaluate) existing Electric Vehicle Supply and Equipment (EVSE) infrastructure at state leased facilities to support future EVSE investments. Assessments to include EVSE type, usage, opportunity/feasibility for expanded use, accessibility needs, and other related information.
  • Create highly complex reports on EVSE usage as directed by and for use by legislature and the Office of Financial Management (OFM). Reports to include when and where the equipment was installed, usage data at each charging station, and the state agencies and state facilities that benefit from the installation of EVSE.
  • As necessary and appropriate, provide expert advice and consultation to executive management, internal departments, and outside organizations about the barriers and opportunities to EVSE installations.

Provide expert level advice and consultation to State agencies to plan for optimal EVSEs hubs, which includes long term planning and cost estimates:

  • Research, analyze, and evaluate state leased facilities parking space and parking structures and make recommendations to DES and the SEEP group for statewide EVSE infrastructure planning for EVSE infrastructure opportunities and barriers.
  • Provide expert level analysis to identify locations for optimal charging hub locations at state agency leased facilities, and present recommendations and results to management.
  • Provide expert advice and consultation to State agencies and OFM to ensure EVSE investment is installed with consideration of the OFM Six-Year Facilities Plan, which includes budgeting, purchasing and contract administration of EVSE Equipment.
  • Serve as DES Real Estate Services (RES) representative, and direct EVSE projects to the DES RES Design Team on behalf of RES management and SEEP Group.

Maintain EVSE database for analysis, reports, and assessments:

  • Establish and oversee process and methodology for complex data collection and performance analytics.
  • Gather data of existing EVSEs at state leased facilities and produce complex reports for use by state agency management, legislature, and the SEEP group.
  • Maintain database with current information and produce reports and analysis as necessary.

Qualifications
Required Qualifications:

Option 1:

  • A Bachelor’s Degree involving major study in business administration, public administration, law, public health, health administration, or a related field; AND
  • Five (5) or more years of demonstrated experience in two or more of the following areas:
    • conducting research
    • analyzing policies, laws, rules, or regulations
    • conducting business analysis and developing requirements
    • leading business projects
    • managing business operations
    • business policy development
  • Proficiency in Microsoft Office, including PowerPoint, Word, Excel, and Adobe Acrobat Pro. Intermediate to Advanced Microsoft Excel skills.

Option 2:

  • A Master’s Degree involving major study in business administration, public administration, law, public health, health administration, or a related field; AND
  • Four (4) or more years of demonstrated experience in two or more of the following areas:
    • conducting research
    • analyzing policies, laws, rules, or regulations
    • conducting business analysis and developing requirements
    • leading business projects
    • managing business operations
    • business policy development
  • Proficiency in Microsoft Office, including PowerPoint, Word, Excel, and Adobe Acrobat Pro. Intermediate to Advanced Microsoft Excel skills.

Option 3:

  • Any combination of relevant education and relevant experience totaling nine (9) years; AND
  • Proficiency in Microsoft Office, including PowerPoint, Word, Excel, and Adobe Acrobat Pro. Intermediate to Advanced Microsoft Excel skills.

**NOTE: Additional qualifying experience may be substituted, year for year, for the required education. And additional qualifying education maybe substituted, year for year, for the required experience.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
