The Work You Will Do:

The Mining and Mitigation Technical Support (MMTS) staff of the Stormwater and Technical Services Program (STSP) provides technical assistance to the Mining and Mitigation Program, and other programs within the Division of Water Resource Management.

The staff primarily reviews and evaluates Environmental Resource Permit (ERP) applications for mines and mitigation banks, Conceptual Reclamation Plans for mines, in compliance with Chapters 211, 373, and 378, Florida Statutes. The following areas are considered:

  • Design, construction, maintenance and monitoring of stormwater management systems;
  • Engineering hydraulics and hydrology for site reclamation and mitigation (wetland creation, restoration, enhancement and preservation);
  • Optimization of clay settling area designs/locations, and waste clay and sand tailings disposal

Additionally, the staff provides other professional engineering, geotechnical, geologic and hydrologic services, such as expert testimony; compliance and enforcement technical assistance; process improvements for site assessment, reclamation and monitoring; and evaluation of other technical reports. These reports include waste disposal plans, as-built surveys and construction record drawings, drainage and hydroperiod analyses, hydrological modeling, stream reclamation analyses and water quantity/quality monitoring.

The Stormwater and Technical Services Program staff practice in multiple areas. Staff provide technical support to the Division of Water Resource Management programs, other DEP regulatory divisions, and district offices in the planning, design, permitting and monitoring of beach and inlet management projects, mining projects and mine reclamation, mitigation banks and stormwater/surface water management systems, dam safety, and other in-water activities or works. Staff also provides technical training to staff within DEP and the five water management districts

and to industry specialists and facility owners.

Pay:

$48,876.45 – $56,700.00 (Salary commensurate with experience)

Your Specific Responsibilities:

  • Performs technical reviews (including by use of computers models) of hydrologic aspects of the structural design and engineering of mines and mine reclamation, dredge and fill, and other ERP project plans/permits submitted to the Division; represents the department in onsite meetings for reclamation, dredge and fill, and ERP project sites to become familiar with site hydrological conditions and to assure compliance with the approved plans/permits;
  • Performs technical review of earthmoving aspects of reclamation, dredge and fill, surface water storage and management systems plans/permits submitted to the Division. Makes recommendations to the environmental administrator regarding the departments position on geologic/geotechnical studies and related engineering design features on projects undergoing review for consistency with mining regulations.
  • Represents the department in onsite meetings to evaluate and/or resolve the departmental concerns with proposed activities for geotechnical engineering aspects of reclamation plans (including waste clay disposal and embankment dam construction sites); Provide technical guidance in reclamation, dredge and fill, and stormwater engineering and design as it relates to hydrology, reclamation, and ERP plans/permits.Provides other geotechnical assistance as requested by reclamation and permitting staff of the Division; develop and maintain storage facilities for retrieval of information generated during review and/or inspection duties.
  • Provide other technical assistance to the environmental administrator as requested by reclamation and permitting staff of the Division; develop and maintain storage facilities for retrieval of information generated during review and/or inspection duties.

Required Knowledge, Skills, and Abilities:

  • Knowledge of geotechnical engineering and design, construction, and/or procedures;
  • Knowledge of Florida stormwater and hydrology.
  • Knowledge of hydrologic principles in regard to potential impacts of mining;
  • Ability to develop monitoring plans, including the engineering and design of water quality monitoring networks, and interpret and evaluate engineering/geotechnical/hydrologic data;
  • Ability to understand and apply applicable rules, regulations, policies, and procedures associated with mining/reclamation;
  • Ability to work independently, travel for inspections, and to solve problems;
  • Ability to communicate effectively, verbally and in writing, and to establish and maintain effective working relationships with others;
  • Ability to maintain a driver’s license.

Minimum Qualifications:

  • A bachelor’s degree from a college or university with a major in one of the physical or natural science or engineering and three (3) years of related professional experience in; environmental protection, one of the physical or natural sciences, or engineering, OR 7-years of related professional experience can substitute.
  • Travel is required.
  • A valid driver license.

Preferred Qualifications:

  • Minimum of five years of geological work experience supporting mining and reclamation activities conducted in Florida.
  • Experience with Environmental Resource Permitting (ERP).
  • Experience with the rules and statutes governing the State’s regulatory and proprietary programs.
  • Possess excellent written and verbal communication skills.
  • Possess excellent organization and coordination skills.
  • Ability to establish and maintain effective working relationships with staff.
  • Ability to collect and analyze scientific and technical data.
  • Ability to understand and apply rules, directives, policies, and procedures.
  • Ability to work well under pressure and deadlines.
  • Ability to travel as needed to perform site visits, and inspections.
  • Experience with stormwater modeling software,
  • Experience with GIS, Microsoft Word, Excel, Access, and Power Point.
