About the Department
The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City’s residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria’s ITS Department has been a Top Ten National Finalist in the Digital Cities Award program or the past 18 consecutive years, including two years in first place.

The Department of Information Technology Services is seeking an Enterprise Business Systems Analyst to be an important team member of the Information Technology Services Department. He or she will identify opportunities for computer application system improvements and initiate and develop recommendations for strategic and tactical solutions. The Analyst will work with the ITS team to develop creative solutions that help our customers achieve their mission objectives and will establish relationships with and empower collaboration among all the functional areas of the City government. He or she will also assist with establishing the foundation for organizational learning of process improvement concepts in a dynamic work environment. This position reports to the Enterprise Project Portfolio Management Division Chief.
The ideal candidate
The ideal candidate will be a change agent and have strong analytical, planning, and decision-making skills as well as an ability to manage competing demands. They must be able to work independently, demonstrate initiative and creativity, and multi-task in a dynamic environment. He or she should have experience with conducting process improvement efforts, including documenting (e.g., workflows and procedures) and communicating status and outcomes. Excellent interpersonal, communication (oral and written) and collaboration skills, and experience interacting with business and IT individuals at all levels, including senior management and team members, will be required. The ideal candidate will inspire trust and user confidence and will protect operations by keeping information confidential.
The Opportunity
As an Enterprise Business Systems Analyst, you will be a change agent and an important team member of the Information Technology Services Department. Examples of duties include:
- Helping customers improve their business decision-making capability by supporting and initiating efforts for the collection, analysis, and reporting of metrics.
- Designing improvements to computer programs by analyzing requirements, constructing workflow charts and diagrams, studying system capabilities, writing specifications, and providing user training.
- Assisting with the development of return on investment (ROI), and cost/benefit/risk analysis to guide an objective decision-making process.
- Determining operational objectives by studying business functions, gathering information, evaluating output requirements and formats.
- Working with customers to establish key performance indicators (KPI’s) to determine successful outcomes.
- Preparing and presenting oral presentations to senior management on complex issues with applicable visual representations.
- Preparing technical reports by collecting, analyzing, and summarizing information and trends.
- Providing references for users by writing and maintaining user documentation and providing help desk support ensuring that customers’ internal documentation and external deliverables meet established standards of quality, developing process maps and other documentation to ensure the organization has repeatable, defined and accepted processes.
- Establishing appropriate governance structures or working committees to meet defined goals and/or deliverables in a timely manner and within set budget goals.
- Monitoring project progress by tracking activity, resolving problems and publishing progress reports, and recommending actions.
- Performing other duties as assigned.
Minimum & Additional Requirements
Bachelor’s degree; five years of business and management analysis experience managing large, complex, high-visibility projects, facilitating diverse groups, and designing systems for accomplishing work through computer technology; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
In addition to the above minimum requirements, three (3) additional years (eight total) of work or equivalent experience; PMP® certification; ITIL® certification. Prior experience with complex systems in use by a diverse customer base – such as an enterprise resource planning application, enterprise maintenance management system, and/or customer relationship management solution, or similar products, services, and/or solutions. Possess intermediate-level experience with the Microsoft Office Suite, including Visio and Project.
