Emergency Manager

The Office of the New York City Comptroller is recruiting for an experienced Emergency Manager to manage and coordinate the agency’s continuous emergency preparedness and response activities. The position will also be responsible for developing, updating and maintaining the agency’s Continuity of Operation (COOP) plans.

Reporting to the Executive Director of Administration, duties and responsibilities of the position include, but are not limited to, the following:
• Manages and coordinates the agency’s continuous emergency preparedness and response efforts, training, exercise programs, and readiness measures, related to emergency events including but not limited to: pandemics, extreme weather conditions, disease outbreaks, radiological/chemical attack, bioterrorism, mental health disaster response, mass fatality management etc.
• Develops, updates, and maintains the agency’s Continuity of Operation (COOP) plans and oversees tests of the agency’s COOP plans. The purpose of these plans is to ensure that essential functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents and technological or related emergencies.
• Administer and maintain planning and communication software in support of the maintenance COOP plan, liaise with business partners & vendors to ensure all tools required to develop, maintain and test COOP plans are working properly & contracted services are provided appropriately;
• Prepares and implements agency wide emergency preparedness response plans, associated toolkits, guidelines, policies and activities, including exercises and drills; develops, maintains and/or updates resources, such as checklists, job action sheets and other rapid action tools, in preparation for response to emergency incidents;
• Prepares comprehensive reports on surveys and/or findings related to emergency preparedness planning and response services; makes recommendations for improved effectiveness of such services. Compiles After Action Reports. Identifies opportunities for improvement and remediates problems.
• Serves the agency liaison to OEM, OTI and OMB with regard to emergency preparedness and event responses; ensures confidentiality of all response plans and related information, as appropriate.
• Assesses emergency planning and response training needs; identifies and coordinates staff training opportunities; manages and coordinates collection and dissemination of information and resources; coordinates emergency management training and exercise programs; and develops, executes, schedules internal and external training opportunities for staff. Coordinates development and compilation of agency data, assets and resources for trainings, exercises, and deployments.
• Coordinates participation in the development and execution of inter-agency/intra-agency emergency preparedness exercises; schedules, develops, and executes internal exercises; and, performs other related functions as may be required.

Minimum Qual Requirements

1. A master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness / administration, public administration, health administration, policy analysis, or a related field and four (4) years of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or,

2. A baccalaureate degree from an accredited college and five (5) years of satisfactory full-time professional experience in one of the areas described in 1 above; or,

3. A satisfactory equivalent combination of education and experience.

Preferred Skills
• Clearly demonstrated substantial experience in emergency management;
• Familiarity with COOP planning software, such as Assurance software and EverBridge strongly preferred;
• Excellent interpersonal and communication skills are expected;
• Ability to work under pressure in a fast-paced environment, both individually as well as collaboratively.

Special note: This position requires working non-business hours during emergencies and may also require periodic on-call duty during non-emergency periods.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
