Job Definition

Gathers data and performs general economic and business analysis of utility related issues in the areas of power supply, transmission, rates, load forecasting, risk management, marketing, and conservation. Represents the District on analytical issues before regulatory agencies and in public forums and business associations.

This position will help shape the PUD’s approach and understanding of current and future centralized markets through analysis, external market engagement, and internal coordination around markets. Represents the District on policy and operational issues occurring in external market development forums, performs quantitative and qualitative analyses on markets issues, and develops and shares deep understanding of market rules and implications for the District..

Essential Job Functions

Gathers data and researches various issues impacting the utility industry, new energy technologies and related utility industry issues. Reports findings.

Analyzes District transmission and power contracts, power supply generation and conservation projects.

Assists in identifying new marketing revenue opportunities, and marketing risks, and devising strategies for acquiring revenue and mitigating risk.

Assists with preparing power supply budgets and plans. Assists with the development of District cost studies. Assists with the development of load and revenue forecasts.

Answers inquiries from residential, commercial, industrial, and wholesale customers concerning rates and bills.

Assists in identifying new marketing revenue opportunities and devising strategies for acquiring that revenue.

Collaborate with Power Scheduling, General Counsel, and other affected Departments to develop a holistic and cross-functional District approach to markets.

Completes survey requests from national and regional agencies on District economic and financial operations.

Represents the District in western centralized markets forums, and forums related to market policies.

Tracks compliance with power related risk management policies.

Tracks market implications for power related risk management policies and regulatory compliance obligations.

Writes reports for presentation to upper management, the public, business groups, and regulatory agencies. Prepares technical papers as needed.

Minimum Qualifications

Knowledge of:
• College-level economics, finance principles, and computer spreadsheets/statistical programs.
• Elementary economic analysis.
• Basic cost benefits analysis techniques.
• Concepts of present value discounting.
• Elementary statistical measures such as average, standard deviation, and correlation.
• Elementary accounting principles.
• Technical writing.

Experience/Education

Utility Analyst $80,896 to $101,120

  • Bachelor’s Degree in economics, business, engineering, science, or related discipline.

Senior Utility Analyst $101,476 to $126,845

  • Bachelor’s Degree in economics, business, engineering, science, or related discipline.
  • Three (3) years experience in performing analytical work.

Principal Utility Analyst $113,653 to $142,067

  • Bachelor’s Degree in economics, business, engineering, science, or related discipline.
  • Five (5) years experience in performing power supply planning analytical work or related analytical work.

Power Analyst $142,566 to $178,208

  • Bachelor’s Degree in economics, business, engineering, science, or related discipline.
  • Seven (7) years progressively more responsible experience in power supply planning, policy development, contract management, coalition building and analytical work in the electric utility industry.

License/Certification
• Valid Washington State Driver License.

Preferred Qualifications

  • Knowledge of power supply and/or economic issues related to electric utilities in the Pacific Northwest with particular emphasis on the Northwest hydroelectric power generation system, power planning and the effects of fish and wildlife decisions on the operation of the hydroelectric system.

Working Conditions
• Duties performed primarily in an office environment.
• Duties require the repetitive use of a computer, keyboard, mouse and related equipment.
• Travel to business meetings on a frequent basis is required.
