Description
The Maryland-National Capital Park and Planning Commission (M-NCPPC), Department of Parks and Recreation, Prince George’s County’s Public Affairs and Community Engagement Division (PACE) is seeking a Senior Website Manager. The PACE focuses on promoting park and recreation programs, encourages participation and involvement, and informs residents of available services through various forms of communication media. The Senior Website Manager reports to the Assistant Division Chief of Public Affairs and Community Engagement.

The ideal candidate will have experience managing medium to large-scale websites and working with content management systems (CMS) such as WordPress and Drupal. They will also be responsible for the creation and design of new web pages, content management, end-user training on new website tools and features, maintenance, and providing recommendations for ongoing enhancements to the department’s website. They will work collaboratively with staff, management, the Customer Service Desk, and the Information Technology Services Division to ensure website goals are met and exceed expectations.

Examples of Important Duties

  • Manages and maintains the primary M-NCPPC, Department of Parks and Recreation, Prince George’s County website.
  • Manages and maintains website layout, navigation, user experience, and architecture.
  • Establishes priorities and monitors workflow of website updates and maintenance.
  • Ensures content is accurate and up-to-date and in compliance with Department regulations.
  • Tests the website across browsers, operating systems, and devices to ensure responsiveness and functionality.
  • Maintains, configures, and troubleshoots content management system; works with CMS vendor to solve issues.
  • Collaborates with staff, vendors, user representatives, division chiefs, and others in the accomplishment of website goals.
  • Monitors staff responses to user problems with the website; ensures customer service and technical standards are met.
  • Ensures content is distributable to online and mobile channels, and social media platforms.
  • Assists in the development and execution of new website initiatives and strategies.
  • Communicates with a team responsible for maintaining all content on the department’s website and providing reviews, approvals, and training.
  • Develops and recommends standards, policies, and procedures directly related to the website.
  • Analyzes and reports SEO performance for department’s website. • Develops monthly, quarterly, semi-annual and annual reports on various measures.
  • Designs web pages and coordinates upgrades and revisions.
  • Keeps supervisor and other web team members informed of work activities, progress, and problems as it relates to the websites.
  • Maintains up-to-date knowledge of hardware and software in use at the Commission by reviewing technical manuals, attending training classes, and utilizing other sources of information, as appropriate.

Minimum Qualifications

  • Bachelor’s degree in information systems, Computer Science, Geographic Information Systems or any related field.
  • Four (4) years of experience in applications support and development.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Depending upon area of assignment, a valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Supplemental Information
Desired Education and/or Experience

  • A bachelor’s degree in computer science or comparable professional IT experience
  • 5+ Years of web management experience
  • 2+ Years of Management experience
  • Content Management System (CMS) experience
  • Highly proficient with HTML/CSS.
  • Team player with strong interpersonal, written, and verbal communication skills
  • Understanding of W3C Web standards, WAI, ADA & Sections 508 and 504 compliances
  • Understanding of cross-browser and cross-platform compatibility
  • Ability to interpret Google Analytics and provide recommendations for improvement.

Bonus Skills

  • Experience with database management (MySQL, SQL).
  • Experience with image and design editing software such as Figma or Photoshop.
  • Solid understanding of Search Engine Optimization
  • Understanding of JavaScript, and other programming languages
  • Eye for clean, artistic design and interface design skills

Working Conditions
Work is performed in an office setting. Work involves some walking, standing, bending, crouching, and
carrying equipment and supplies.

It is not all-inclusive and is subject to change. Benefits listed are extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

Eligibility
You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

Retirement Programs

  • Defined Benefit Plan (Mandatory Participation) – Plan E excludes FOP members.

Plan C: 9%* of base salary (FOP members only) – *9.5% Effective 4/1/2023
Plan E: 4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB.

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)
