Catholic Community Services of King County (CCSKC) is committed to providing care and compassionate services to poor and vulnerable King County residents with an annual operating budget of over $47 million per year. CCSKC provides a variety of services in the community including basic needs and housing stability services, transitional housing, behavioral health services, veteran’s services, legal services, immigration and refugees services, elderly and kinship services, youth tutoring services, workforce development services and pregnancy and parenting services. Position Description

The Division Director is responsible for the management of several CCS King County programs including: the Emergency Assistance Program, Youth Tutoring Program, Asset Program the Social Service Provider Academy and other Programs as assigned. The position is also responsible to managing the contractual approval process for all CCS King County contracts, including contracts which must be approved by the management protocol in the Catholic Community Services of Western Washington process. This position participates on the CCS King County Cabinet with other King County leadership, which manages the overall direction, mission and financial health of the overall agency.

The Division Director is responsible for staff supervision, preparing and managing program budgets, preparing funding applications, maintaining relationships with contract monitors, being the staff liaison to fundraising groups, local advocacy, and ensuring the quality programming of programs under their supervision.

Responsibilities

Leadership

This position is responsible for providing leadership on the programs and service areas under their supervision. This includes ensuring quality service provision and new program development. The Division Director takes initiative in programming decisions and supporting staff under their supervision.

  • Responsible for the oversight of hiring and supervising all program staff (case managers, on-call staff and volunteers).
  • Direct supervision of the Emergency Assistance Program Director, Youth Tutoring Program Director, Asset Program Director, the Social Service Provider Academy Program Director and other programs as assigned.
  • Responsible for ensuring staff attend required trainings.
  • Ensure client records meet agency and contract standards.

Fiscal Management

The Division Director is responsible for the fiscal health of the named CCS King County service programs. This includes oversight of budget management, grant writing, and government contracts.

  • In coordination with Program Directors, prepare and monitor separate budgets for programs for annual funding across the programs. This includes federal, state, county and local government funds, which are subject to audit.
  • Monitor government contracts. Assist programs with record keeping and audit preparation.
  • Manage and enter data on residents into the agency database and the local Homeless Management Information System for programs under their supervision. Produce detailed quarterly and annual demographic and service reports for several funders.
  • Write applications for funding including government, foundation and private sources.
  • Make individual and group solicitations to community groups.

Program and Community Development

This position represents CCS King County in greater community. This includes managing relationships with multiple local funders, community leaders, and advocacy groups. The Division Director takes an active role in advocating for services with local, county and state funders.

  • Take a lead role in King County committees related to service needs of our clients.
  • Work with agency leadership to collaborate on agency initiatives related to poverty and homelessness across programming.
  • Partner with local funders to develop new program and service opportunities for our clients.
  • Represent the agency to the local coalitions and planning groups.
  • Work to increase client involvement in advocacy.

Contractual Approval

This position is responsible for the contractual approval process for CCS King County. This includes assuring that the management protocol is being followed for the approval and signing of all contracts.

  • Responsible for the supervision of the operations staff that are responsible for entering contracts into the Agency SharePoint site and tracking progress.
  • Review contracts to determine whether contracts are for local review or need CCS Western Washington review.
  • Assure that Program Directors and Accounting staff have reviewed contracts before approval.
  • Work closely with CCS Legal counsel to follow up on contract issues identified by Legal counsel.
  • Work closely with CCS Insurance liaison to assure that insurance requirements are being met and insurance certificates are provided to funders.
  • Review with the Agency Director any contractual issues and notify Agency Director when contracts have completed review and are ready for signature.

Miscellaneous

  • In partnership with Program Directors, develop and regularly update emergency plans for programs.
  • Other duties as assigned.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in social services or a related field, or commensurate experience in social services.
  • At least 2 years of experience in direct provision of social services, preferably with homeless people.
  • Four years of supervisory experience.
  • Minimum 4 years of program management experience that includes budget development, strategic planning and understanding of problems our clients often face, including poverty, alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
  • Ability to evaluate risk and liability of program development and agency contracts.
  • Excellent written and oral communication.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and objective of Catholic Community Services.
  • Valid Washington State Drivers License and meet conditions of agency driving policy.

Preferred Qualifications

  • Master’s degree in Social Work or a related field.
  • Experience in social service administration and supervision.
  • Fluency in Spanish.
