The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
Payment Services within DFS oversees and ensures all agency payments are accurately issued in a timely manner and in accordance with all governing directives. Payment Services processes monthly Child Welfare payment for over 300 contracted foster care, preventive and juvenile justice providers with multiple contracts, Housing and Adoption Subsidy/KinGAP payments for over 10,000 clients, Child Care for over 9,500 voucher providers and programs, as well as agency administrative payments totaling approximately 28,000 invoices each year. Payment transactions exceed 280,000 annually, totaling more than $2.04 billion dollars in expenditures.
Director, VPU accounts for the accurate and timely tracking of every payment processed and issued to childcare providers and programs after each transmittal.
Duties includes the following:
• Draft and edits comprehensive research reports, in narrative or statistical form, by researching and analyzing data and applying agency formats to provide a written summary of results and/or recommendations.
• Prepare and distribute schedules of work activities for staff by ascertaining the nature and duration of activities to be performed to provide a timetable for efficient completion of unit work and adequate coverage during hours of operation.
• Review the preparation of statistical and audit review reports by analyzing, interpreting, gathering data, performing calculations and making recommendations, to make periodic summary information available to staff.
• Analyze and reconciles monthly reports affecting various accounts, by checking accuracy of invoices and attendance records utilizing standard accounting procedures and source documents, to provide assurance that reporting of data is accurate.
• Train subordinates in performance of work activities, by holding individual and unit informational meetings and providing examples of proper work methods, to increase areas of competence.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant – Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
Preferred Skills
The VPU Director is required to be proficient with:
• Crunching numbers, the ACS voucher payment system, ACCIS, the Automated Child Care Information System, CAPS Online, and the dashboard developed in conjunction with the ACS-2 attendance form.
• Detail-oriented with numbers and how to interpret them; comprehensive understanding of data and comfortable with learning new computer systems and data entry.
