Director of Safety and Security

NYCHA is seeking a Director for its Safety and Security Department. Reporting to the Vice President of Public Safety, the successful candidate will direct the daily operations of the agency’s Office of Safety and Security. The Office of Safety and Security provides frontline response to safety and security matters at NYCHA’s corporate locations and over 70 field locations and oversees the monitoring and documentation of safety/security related incidents and emergencies.

Primary responsibilities include, but are not limited to the following:
• Plan, organize, evaluate, and direct the implementation of NYCHA’s Safety & Security portfolio.
• Research, recommend and deploy state-of-the-art technology solutions and innovative security management techniques to safeguard all assets of the Authority.
• Develop agency-wide security policies and procedures such as: mandatory background verification for all consultants, workplace violence prevention and trainings, asset protection, risk analysis of critical suppliers, and metrics associated with security investments.
• Manage and deploy Peace Officers and contracted security personnel throughout NYCHA’s diverse portfolio of Class A leased offices, senior and family residential developments. These responsibilities include the hiring and development of staff, goal formulation and implementation, and routine review of key performance indicators.
• Direct internal and external investigations relating to all security issues including workplace violence, employee misconduct, workers’ compensation fraud and theft investigations; report findings to the Office of the Inspector General for further investigation.
• Serve as a liaison between NYCHA and local, regional and federal law enforcement agencies and other entities to ensure safety and security throughout the portfolio.
• Test and evaluate the physical security systems at all NYCHA facilities.
• Assist the various business units within NYCHA with instituting performance-changing measures and techniques that will foster the critical vision, values and behaviors essential to affecting a positive safety culture change in which all employees instinctively choose to avoid at-risk behavior.
• Develop procedures for auditing compliance with applicable safety regulations and internal safety practices.
• Develop protocols for (i) investigating accidents, (ii) implementing post-accident or post-incident corrective action plans and (iii) auditing compliance with those action plans.
• Develop and manage the annual department budget plans and associated fiscal forecasts.
• Coordinate all protective details for public meetings, dignitary/celebrity visits and media events.
• Seek and promote general awareness programs and opportunities regarding safety and security for NYCHA employees, residents and visitors.
• Develop a network of relationships among peer leaders across the City, State and Federal agencies and external stake holders to continue integrating the entire NYCHA community into safety and security planning efforts.

Minimum Qual Requirements

1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
2. A master’s degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
3. A satisfactory equivalent combination of education and experience.

Preferred Skills

1. Ability to communicate clearly, both written and verbal; translate and effectively communicate safety and security practices, regulations and procedures.
2. Exceptional leadership; ability to lead, cultivate and motivate a diverse team on an individual and corporate level through a transition that significantly reshapes the Authority’s Safety and Security office.
3. Familiarity with government/public sector and HUD regulations is a plus.
4. Demonstrated ability to make timely and sound business decisions that result in a record of meeting and/or exceeding goals with optimal use of resources.
5. Effective in carrying out multiple priority assignments simultaneously, in a professional and organized fashion.
