Director of Housing Services

Director of Housing Services Job Responsibilities:

  1. Plans, organizes, and evaluates various housing operations to provide direct and indirect housing services (single or multi-family) and educational services to farmworkers and underserved populations.
  2. Conducts site visits regularly to mentor Property Management personnel and monitor ongoing issues at the properties and offers direction, training, professional development, and evaluation of housing personnel, including disciplinary actions as necessary.
  3. Directs studies and prepares recommendations regarding program development, including existing/new single or multi-family housing development and training, and provides technical assistance to other housing services agencies.
  4. Provide project management support to advance new housing projects and initiatives, including project feasibility analysis and due diligence; preparation of loan and grant applications for capital and operating funds; and overseeing documentation and requisition draws through predevelopment, construction, and lease-up phases of assigned projects initially on three projects in various stages of development.
  5. Explores and manages various governmental, non-profit, and private funding programs related to housing development, acquisition, and rehabilitation and coordinates the DIRECTOR OF HOUSING SERVICES agency’s development, acquisition, or renovation of real property.
  6. Conducts community input processes such as project planning, neighborhood needs, and approval.
  7. Ensure adherence to Common Ground core principles and design standards at all design and construction phases, and as appropriate, facilitate community outreach and engagement through charettes for proposed single or multi-family housing projects.
  8. Plans and reviews work relating to the department’s budget and administers the various program budgets, including overseeing financing and real estate transactions as required.
  9. Plans, organizes, administers, reviews, and evaluates the work of professional and technical support staff, whether in-house or as consultants.
  10. Develop and administers the Housing Rehabilitation Loan programs, including determining the suitability of properties, qualifications of loan applicants, and scope of work and estimating the cost of the work to be performed.
  11. Acts as the agency’s liaison with architects, engineers, contractors, lending agents, property owners, and others regarding program or project requirements.
  12. Administers contracts, including the inspection or directing of the inspection of projects to ensure conformance to specifications and standards.
  13. Prepares procurement documents such as small contract scopes of work and professional service Requests for Proposals.
  14. Oversees filing applications for State or Federal funding allocations such as tax credits and mortgage credit certificates.
  15. Coordinates and acts as a technical advisor on tax-exempt bond financing activities; monitors projects financed by bonds for compliance with appropriate rules and regulations.
  16. Reviews, revises, and develops departmental policies and operating procedures, including contracts and reports, as required by various funding and regulatory agencies.
  17. Perform other related work as assigned.

Director of Housing Services Job Qualifications:

  1. Equivalent to graduation from a four-year college or university with major coursework in real estate development, community or urban development, architecture, engineering,
    construction management, business, public administration, or Finance. Advanced degree Preferred.
  2. At least ten years of administrative or management experience in the planning, development, construction, acquisition, rehabilitation, and/or management of various
    housing development projects and/or programs.
  3. One year experience in handling low-income housing tax credit, HUD, USDA Rural Development, and similar housing programs
  4. Strong written and oral communication skills to accurately obtain, interpret, and transcribe complex programs at all levels of the organization.
  5. Strong computer skills and experience with MYBOS, Yardi, MRI, Boston post, or other industry software applications.
  6. Preferred professional accreditation includes registered architect, licensed general contractor, or licensed real estate professional.
  7. Must possess and maintain a driver’s license and satisfactory driving record with adequate automobile liability insurance.
  8. Able to travel (in and out of -state) and work irregular hours.

Starting $72,535.00 to $94,201.00 Per Year / Depending on experience.
