SUMMARY OF RESPONSIBILITIES

The Director of Contract Management will support the Compliance function by taking ownership of all facets of contract management including developing, implementing, and maintaining an organization-wide contract database and ensuring contract execution, amendment, and renewal in compliance with regulatory, administrative and funder-driven requirements. The Director of Contract Management will work closely with the Director of Public Contract Quality Assurance and will have a regular working relationship with personnel in all departments in connection with contract management. The position reports to the Compliance Officer.

SPECIFIC DUTIES

CONTRACT MANAGEMENT

  • Develops, implements, and administers an organization-wide contract agreement database with management and tracking functionality
  • Ensures timely contract execution, amendment and renewal including obtaining signatures and providing requested supporting documentation as required
  • Act as LAHSA “Authorized Organization Representative” and primary point of contact for LAHSA Enterprise Grant Management System administration
  • Develops and maintains Contract-at-a-Glance reviews of material terms of public contracts including insurance provisions, ensuring that appropriate inter-departmental staff is kept appraised of relevant requirements
  • Develops and implements policies and procedures around contractual processes including levels and order of signing authority
  • Provides reports on a regular basis, and as directed or requested, to keep Senior Management, Finance and other relevant staff informed of the operation and progress of contract management efforts

CONTRACT DRAFTING

  • Develops templates for MOUs, subcontracts, and other partner agreements
  • Prepares MOUs, subcontracts and other partner agreements as requested

RECORDS RETENTION

  • Develops implements and monitors uniform record retention policies and procedures
  • Ensures record retention is in compliance with contract-driven requirements
  • Manages offsite record processes including storage and destruction

PROCUREMENT & SOLICITATION

  • Prepares RFPs and related support in connection with organization-wide vendor selection
  • Supports procurement efforts by development and implementation of uniform procurement policies and procedures
  • Provides procurement support in conducting market research to support allocation planning and other budgeting efforts
  • Ensures organization-wide procurement activities are in compliance with contract-driven procurement requirements

PREFERRED QUALIFICATIONS

  • Knowledge of homeless programs and services contracting system in Los Angeles County preferred
  • Nonprofit contract management experience preferred

OTHER

  • Maintains and executes confidential information according to HIPAA standards
  • Obtain and maintains CPR/First Aid Certification
  • Ability to pass post-offer Tuberculosis (TB) clearances
  • Travel is a regular duty for this position and is required 5% of the time
  • Use of a personal vehicle to travel between worksites and other locations is required
  • Must have and maintain a valid California Driver’s License and auto insurance in good standing
  • Ability to work a 9/80 work schedule

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in public administration, public policy, human services, social work or other closely related field required. Master’s Degree or Juris Doctor preferred.
  • Minimum of five (5) years of proven contract management experience, or any combination of education, certifications, training, and experience which demonstrates the ability to perform the duties of the position
  • Experience with public contracts and grants
