Director, Contract Management

*THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $102,292 – $109,900*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home.

ACS’s Division of Youth and Family Justice is seeking a candidate for the Director of Contract and Grant Management. In this role, you will be responsible for providing oversight and leadership to a team of contract managers, implementing policies and procedures, providing training and coaching to staff, and ensuring high-quality services to our providers. Responsibilities will include but are not limited to:

Contract and Grant Management:
• Develop and implement policies, protocols, standards, and business processes for effective contract and grant management.
• Collaborate with other managers across the agency to ensure alignment and high-quality service delivery and support to vendors.
• Monitor vendor performance and compliance with contractual terms and conditions.
• Prepare contract analyses and reports, including analyzing utilization, etc.
• Manage contract renewals, amendments, and closeouts.
• Review financial and statistical invoice data to ensure adherence to agency policies.
• Support the management of reports, including fiscal analysis, as requested by senior management.

Performance Evaluation and Data Analysis:
• Contribute to the development of annual performance evaluations.
• Analyze incident, program, and other performance data to enhance evaluation methodologies and ensure accuracy, timeliness, and integrity of evaluations.
• Design, implement, and analyze data to ensure contracted providers meet programmatic and contractual priorities.

Team Leadership and Development:
• Manage, train, and support the development of a team of contract managers.
• Oversee staff performance, ensuring timely and accurate completion of deliverables.
• Foster a culture of continuous learning, collaboration, and professional growth within the team.

Stakeholder Management:
• Liaise with Finance, ACCO, Program leadership, Quality Assurance, and contracted providers to ensure effective and efficient service delivery.
• Collaborate with stakeholders to address issues, resolve conflicts, and enhance partnerships.

Project Management:
• Develop and implement project plans, ensuring accuracy and timeliness of deliverables.
• Accountable for the successful execution of projects related to contract management and grants administration.

Minimum Qual Requirements

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Preferred Skills

The preferred candidate should possess the following:
• Strong leadership skills with the ability to manage, train, and develop a team.
• In-depth knowledge of contract and grant management principles, protocols, and best practices.
• Excellent analytical and problem-solving abilities.
• Strong understanding of NYC financial requirements and policies from MOCS, the Comptroller, etc.
• Proficiency in data analysis and reporting.
• Exceptional communication and interpersonal skills.
• Ability to collaborate effectively with stakeholders at all levels.
• Project management experience is a plus.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
