JOB SUMMARY
The Digital Design Specialist works under the direction of the Communications and Intergovernmental Relations Manager and serves as a key member of the City’s Communication’s team. The Digital Design Specialist oversees the City’s online presence including monitoring the content and design of the City’s websites, social media, and other electronic communications in support of City programs and marketing goals. Tracks and reports on analytics of social channels and websites and coordinates functions of citywide social media contributors and web team members. Produces and creates graphic content for web and social media to continue to communicate the City’s messages through visual appeal.
ESSENTIAL FUNCTIONS AND DECISION MAKING
ESSENTIAL FUNCTIONS
1. Collaborates and coordinates with staff to proactively design, manage and update the City website and more than 20 social media channels. Provides excellent customer service and training to all levels of users and encourages accuracy, timeliness, consistency of style and navigation across all online channels.
2. Creates marketing and promotional materials for external media including social media, magazines, television, radio, billboards and other media outlets. Creates, designs, edits and produces visual concepts and original layout for a variety of digital and printed materials, including but not limited to social media graphics, web graphics and handouts.
3. In coordination with the Marketing & Media Coordinator, maintains the City’s websites and intranet, as well as assists in redesign of the sites when needed. Assists with the implementation and administration of the website by staying current on standards of usability, design, HTML, CSS, scripting languages, browser compatibility SEO and ADA accessibility; ensures that websites are accessible from a variety of different environments and services.
4. Oversees the City’s social teams and coordinates, creates, integrates and monitors City messaging via social media to inform and educate the public, as well as to keep City personnel informed of community online interaction.
5. Maintains a City social media strategy and policy by proactively researching current trends and changes.
6. Facilitates consistency in branding by maintaining citywide brand standards, styles and guidelines, and assisting departments to observe the requirements by providing the necessary graphic components.
7. Tracks and monitors analytics for web and social channels and provides visual reports to document results.
8. Assists with successful promotion and execution of events, ceremonies and other City activities.
9. Serves as a key member of the public communications team during emergencies and maintains an on-call status for response to City and department emergencies, as needed.
10. Supervises staff and interns as assigned.
11. All other duties as assigned.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)
MINIMUM REQUIREMENTS
- Exceptional Verbal and Written Communication & Graphic design skills
- Bachelor’s Degree (preferred degree in media relations, mass communication, marketing, public relations, graphic design, social media, journalism or an equivalent).
- Knowledge of graphic design and photography and associated software including Adobe Suite Products, InDesign, Photoshop, and Lightroom or equivalent, Canva, Microsoft Office Suite.
- Three Years’ experience managing social media and graphics design in a professional environment
- Must possess a valid Texas Driver’s License with an acceptable driving record.
PREFERRED QUALIFICATIONS
- Experience with local, state and federal elected officials and agencies is desired.
- Proven skills in managing social media programs for an organization including Facebook, Twitter, YouTube, Instagram, and the programs that manage and track these platforms.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 30 pounds occasionally. Subject to sitting, reaching, handling, fine dexterity, hearing and talking frequently; standing, walking, lifting, carrying, pushing/pulling, climbing, balancing and foot controls occasionally; kneeling, crouching, bending and twisting rarely.
Working conditions are occasional exposure to variable and/or extreme weather conditions, emergency incidents, crime scenes, fires, and project construction sites is involved.
