Under general direction of the Director of Social Services Agency, plans, organizes, coordinates, directs and administers through subordinate managers, to maintain conditions for the effective and efficient operations, and programs within the Social Services Agency. The Deputy Director is the second highest position within the Social Services Agency and as such will assume all duties of the Agency Director in the Director’s absence.

Typical Tasks

  • Works with the Director and executive staff to develop Agency-wide policies and priorities, and has oversight responsibilities in areas specified by the Director, which could include services, structures, controls, research and reporting systems for the continuity of effective and efficient delivery of human services to the public;
  • Develops, plans and manages goals and objectives for administrative and financial operations to develop innovative programs and special projects consistent with overall Agency and County ordinance code provisions, and Federal and State regulations;
  • Represents the Agency at various external activities, and explains and interprets policies, procedures and regulations on complex public assistance programs to County officials, legislative bodies, boards, commissions, community groups and other organizations;
  • Consults regularly with Director, providing considerable input in the development and implementation of department strategic goals and objectives related to the department’s mission;
  • Partners with Director of Social Services Agency to oversee the agency-wide budget, identifies operational problems, and develops and recommends revenue solutions and strategies;
  • Directs the preparation and analysis of reports and studies relating to human service issues, recommends policy improvements, and provides appropriate cost analysis of various proposals;
  • Reviews and monitors reports of departmental activities, and evaluates the performance of executive leadership; manages employee relations, including administrative grievance process;
  • May be assigned Disaster Service Worker responsibilities, as needed; and
  • Performs related duties, as required.

Employment Standards

Considerable education and executive level experience, which directly demonstrates the possession and application of the following knowledge, skills and abilities.

Experience Note: A candidate would normally acquire the knowledge and abilities listed below by attainment of a bachelor’s degree in social work, social or behavioral science, public or business administration and five to seven years of increasingly responsible professional experience in human services management, at least three years of which must have been in a department head position managing human services to the public within a large diverse program or public agency providing human services to the public.

Knowledge of:

  • The theory, principles and practices of governmental financial administration and management;
  • The basic provisions of governmental codes pertaining to public assistance and other human services;
  • State and County human services programs and their supporting legislation;
  • The principles and techniques of organizational management, public relations, human resources development, budgeting, research, supervision, contracts administration, program evaluation and training;
  • Current trends at the State and Federal level related to the human services field;
  • Human services objectives, principles and methods; and
  • Principles of program planning and development.

Ability to:

  • Administer, plan, organize and direct a major administrative operation, in a large public human services agency;
  • Establish and maintain effective working relationships with the Board of Supervisors, elected and appointed officials, county management and others;
  • Develop procedures and guidelines consistent with departmental policies and interpret these departmental policies and procedures to staff and other agencies;
  • Analyze and evaluate complex program and administrative problems and recommend effective solutions;
  • Plan, organize, and direct the work of others;
  • Demonstrate sensitivity to the ethnic and cultural diversity of Santa Clara County;
  • Represent the department effectively on a variety of matters with other agencies and departments;
  • Communicate effectively both orally and in writing; and
  • Prepare clear and concise correspondence and reports.
