Deputy Chief of Procurement – 2 positions

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire two (2) Administrative Procurement Analyst (NM) for positions with the Procurement and Purchasing Unit within the Management Services and Budget Directorate located either in Valhalla, Kingston or Grahamsville, New York. The Procurement and Purchasing Unit is responsible for supporting the Bureau by reviewing and processing all expense orders valued at under $100,000 as well as NSCP’s and Bids ranging from $20,001 – $1,000,000.

Under direction, of the Bureau’s Chief of Procurement, Administrative Procurement Analyst (NM) will serve as Deputy Chief of Procurement and will supervise multiple groups up to and including the Grahamsville, Kingston and Valhalla Procurement teams as well as the Procurement Processing Team. Specific duties include:
• Being proficient in and follow established procedures to process orders in compliance with all NYC Procurement Policy Board (PPB) Rules and in accordance with Comptroller’s Directives.
• Processing and supervising the processing of all expense purchases in a timely and accurate manner in accordance with requirements and approve orders in CRM, FMS, PASSPORT and DCAS online system and distribute them. Encumbering and pre-encumbering funds for contracts.
• Working closely with Office of Procurement Management staff to ensure that all orders are processed in accordance with PPB rules and Agency guidelines. Working closely with procurement teams and the Directorates in advising operational staff on procurement requirements and methods.
• Utilizing CRM to coordinate orders and process orders. In addition, candidate(s) will become proficient on the Department of Citywide Administrative Services (DCAS), PASSPort, FMS and SPact.
• Working closely with the Chief of Procurement to establish a coordinated and routine outreach to Bureau wide staff on procurement related issues, new initiatives and efforts to increase efficiency within the process.
• Working closely with Agency BIT staff to enhance the Bureau CRM Procurement and Budget System
• Traveling throughout the 2,000+ square mile watershed, utilizing a New York City vehicle, to fulfill this position.

Please note, while this position has been posted for Valhalla NY, we may change it at the time of hire to accommodate the chosen candidate. Possible alternative reporting locations include Kingston or Grahamsville.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in “1” above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in””1″ above.
