Position classification: Hybrid — Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job

Perform complex professional work in database administration, and computer applications systems development / administration in support of Adams County business objectives.

Examples of Duties for Success

  • Database Administration
    • Collect and analyze business, functional and technical requirements for database software purchases and implementations.
    • Database design, development, implementation, quality assurance, and maintenance, including managing roles and permissions, performance monitoring, deploying updates, and ensuring availability and security.
    • Database backups, restores and regular testing of backup integrity.
    • Database conversions; automate database jobs such as SQL Server Integration Services Package execution and SQL Server Agent jobs, Data modeling, Data analysis, and ETL Development.
    • Refine and automate regular processes, track issues and document changes, assist other members of the team with complex query tuning and schema refinement.
    • Long term strategic planning for database availability, capacity, and growth
  • Application Programmer Analyst
    • Performs a variety of complex and technical duties in the design, programming, testing, and maintenance of an assigned set of computer applications and/or data.
    • Use current programming languages and technologies, write code, complete programming, perform testing, and debugging of applications.
    • Administers complex commercial off the shelf software applications.
    • Maintains an advanced understanding of essential systems
    • Works with end users to design application solutions with minimal supervision.
    • Assists users in implementing and supporting application systems including installation, documentation, training, troubleshooting, and modifying.
    • Utilizes quality assurance testing, implementation and maintenance of developed applications.
    • Creates clear and functional documentation of all development projects, ensuring maintainability by other personnel.
    • Adheres to all applicable security standards such as CJIS and PCI
    • Solves unique and complex problems that have a broad impact on agency business
  • Manages implementation projects and tasks with minimal supervision
  • Works well within a team environment.

Qualifications for Success

  • Strong working knowledge of industry standard database software including Microsoft SQL Server and Oracle with emphasis on MS SQL. Knowledge of open source platforms such as MariaDB and MySQL a plus.
  • Ability to demonstrate thorough working knowledge of DBA principles, such as performance, disaster recovery, and security. Understands data warehousing concepts.
  • Technical proficiency in programming languages and development. Thorough understanding of structured programming principles, system analysis techniques, system design, industry standards, system implementation, user training, and documentation.
  • Knowledge of C, C#, C++, Java, .NET, Visual Studio
  • Working business knowledge of Electronic Document Management systems a plus
  • Understand and utilize best practice data protection and system security standards such as CJIS and PCI.
  • Ability to effectively interact with others, work autonomously with minimal supervision, organize, prioritize and multi-task
  • Strong team player, willing to support multiple teams and requirements, even outside normal area of expertise
  • Ability to learn and utilize new skills and systems. Apply these new skills and systems in a manner that will benefit Adams County.

  • Experience: Six (6) years professional and technical experience in a relevant field of database administration and programming.
  • Education and Training: Bachelor’s Degree in Information Technology or related field
  • License or Certificate: None.

Background Check: Must pass a criminal (CBI) background check
