Summary

The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD’s past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

  • Develops, constructs, expands and optimizes DTIC data collections and the data pipeline architecture in Cloud One, as well as optimizing data flow and collection for cross functional teams.
  • Supports software developers, database architects, data analysts, and machine learning developers on data initiatives and will ensure implementation of an optimal data delivery architecture consistent throughout ongoing projects.
  • Develops and maintains scalable data pipelines and builds out new API and micro-service integrations to support continuing increases in data volume and complexity.
  • Collaborates with analytics and business teams to improve data models that feed business intelligence tools, increasing data accessibility, and fostering a culture of data-driven decision making across the organization.
  • Interfaces with senior leadership on complex problems and resolves major issues, based on sound data engineering principles, affordable solutions, and coordinated DTIC positions.
  • Serves as the principal investigator for data engineering requiring a high degree of technical competence to gauge the extent to which the perimeters of the state-of-the-art can be pushed.
  • Represents at DTIC, OUSD (RandE) Level and DoD panels and committees with industry, other military services, and government agencies as a recognized authority in the area of specialization, to explore new areas of cooperation and coordination.

Qualifications

Basic Requirement:

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Or

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the basic requirement, qualified applicants must possess:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as experience utilizing SQL/NoSQL with relational and elastic databases, query authoring, data warehouses and data lakes; statistically analyzing diverse data sets and applying data engineering skills to develop and implement enterprise data models; performing root cause analysis on internal and external data and processes to answer specific questions and identify opportunities for improvement; and experience with NoSQL and SQL and databases (i.e. MySQL, Postgres, Elastic, and Azure Cognitive Search.)

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant’s background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
