We are looking for someone to
- Supervise, orientate, train, and evaluate assigned personnel.
- Responsible for balancing, accounting and preparation of reports required to prepare deposit of all monies received by the Customer Service division for utility payments, parking citations, and RABA tickets.
- Assign priorities, prepare daily work schedules, and management reporting for the utility billing, payment processing, collections, and call center of the Customer Service division.
- Responsible for the accuracy and timeliness of the utility billing and adjustment computations; approve estimates for meter usage when necessary; notify customers of billing or meter reading problems; oversee the entry of billing data and verify the accuracy of accounts; maintain various records related to the work of the unit including records of services performed for operating departments; coordinate and provide printed materials requested by City departments; prepare and analyze customer contracts; authorize and post various charges to accounts.
- Work with system administrators to update, revise and/or create new billing programs and practices, and implement cost savings processes.
- Check routes billed for accuracy and balance route totals.
- Select, upload, and download of daily meter reading/billing records, back up data and process appropriate reports.

Qualifications we’re looking for
- Knowledge of Equal Credit Opportunity Act, Fair Credit Billing Act, Fair Credit Reporting Act, Fair Debt Collection Practices Act and sections of the Uniform Consumer Credit Code relating to collections
- Knowledge of Public Utilities Code, Redding Municipal Code, and sections of Government Code pertaining to inspection of public records
- Knowledge of Federal, State, and local statutes and regulations relating to utilities; utility related business
- Knowledge of supervision and program management
- Ability to interact effectively with the public, customers, vendors, and employees
- Ability to interpret City ordinances to determine effect upon the customer and the City
- Ability to compose and type correspondence, records, and reports
Education, Experience, and Special Requirements:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
- Typical combinations include an Associate of Arts degree with emphasis on business, accounting, public relations or communications and two years relevant experience
- OR high school diploma, or equivalent and five years relevant experience such as accounting, business marketing, customer call center/payment center operation, or public relations, two years of which include supervisory experience.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.
Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.
Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans:
Available for interested employees.
Union Dues:
Some job classifications are represented by collective bargaining units, the employees of which may choose to join and pay union dues.
Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
