The Position

The current vacancy is for a Custodian assigned to the London Nelson Community Center in the Parks and Recreation Department. This is a regular part-time position with pro-rated benefits, working 20 hours per week. Hours may be flexible for the right candidate for either an early or late shift. The eligibility list established from this recruitment may be used to fill other part-time or full-time Custodian vacancies in other departments during the life of the list. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Chief People Officer.

Under supervision, the Custodian keeps building spaces sanitized and orderly; make minor building repairs; and perform related work as required.

Typical Duties

(Duties may include, but are not limited to, those listed below.)

  • Sweep, mop, scrub, strip, wax, and buff floors; sweep, vacuum, shampoo, and steam clean carpets; operate heavy floor care equipment; sweep walks, stairways, and entryways.
  • Dust and polish furniture, woodwork, metal work, fixtures, and equipment.
  • Clean public restrooms and replenish supplies; clean, disinfect, and polish water fountains, sinks, fixtures, and equipment; clear simple clogs in drains and toilets with plunger or drain snake.
  • Empty and clean waste receptacles, recycling containers, and dispose of trash.
  • Wash walls, fixtures, equipment, and windows; clean blinds and screens; wash off or paint over graffiti.
  • Move and arrange office equipment and furniture; set up and tear down furniture and equipment for events.
  • Check security of facility; report conditions which may indicate vandalism, illegal entry, or fire hazards; maintain security and ensure user compliance with facility policies and procedures; turn out lights and lock doors and windows upon leaving.
  • Keep utility storage areas and custodial equipment clean and in good working order; maintain equipment and materials used in work; drive to store to purchase and pick up supplies; stock supplies.
  • Replace light bulbs and fluorescent tubes.
  • Make minor repairs; report safety hazards and significant repairs needed.
  • Use chemical cleaning materials as required.
  • Maintain simple records, such as logs and timecards.
  • May act as the facility representative during scheduled events at the Civic Auditorium and other reserved spaces; answer routine questions from facility users and refer non-routine questions to supervisor for resolution.
  • May raise and lower flags.
  • May provide initial training for new employees; may assist in the supervision of maintenance aides or court-referred temporary workers.
  • Perform other related duties that may be reasonably expected as part of this classification.

WORKING CONDITIONS

Position requires standing, walking on level and slippery surfaces, climbing (stairs and ladders), reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, crawling, grasping, and making repetitive hand movement in the performance of daily duties. The incumbent performs tasks which require manual dexterity, such as repairing and cleaning equipment; and performing tasks which require coordination and balance, such as changing light bulbs while standing on a ladder. The position requires both near and far vision with the ability to distinguish basic colors, shades of colors, depth perception and speaking and hearing while performing work and operating assigned equipment.

The need to lift, carry, push and pull tools, equipment and supplies is required; incumbents perform heavy manual labor including moving and lifting items weighing up to 50 pounds, such as garbage and recycling containers, furniture, and custodial supplies and equipment.

Additionally, the incumbent in this indoor and outdoor position works in weather conditions, including wet and cold. There may be exposure to silica. The incumbent may use chemicals which expose the employee to fumes, dust, grease and oils, degreasers and cleaning products (with both air and /or skin exposure); may be required to utilize respiratory protection equipment. May be exposed to biohazards and/or hazardous chemicals. Work requires daily immersion of hands in water.

The nature of the work may also require the incumbent to use power and noise producing tools and equipment or work in an environment with constant noise and drive motorized vehicles. Work may occur around machinery with moving parts or stationery equipment, or around moving vehicles.

Minimum Qualifications

Education and Experience:

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

  • Six months of general custodial experience.

Knowledge:

  • Methods and practices used in cleaning floors, walls, windows, fixtures and furnishings.
  • Safe and appropriate uses of cleaning materials, chemicals, disinfectants, and custodial equipment.

Abilities:

  • Learn and apply the approved methods of cleaning and caring for buildings, fixtures and equipment; learn to operate cleaning equipment, such as floor care machines.
  • Use and maintain custodial equipment and tools; use hand tools as needed.
  • Identify areas in need of cleaning and perform cleaning as appropriate.
  • Read, understand and apply written instructions, including work procedures, product labels, material safety data sheets, and equipment instruction manuals.
  • Understand and follow verbal instructions.
  • Keep records and prepare routine reports in English such as logs and timecards Follow safety procedures; identify and report safety hazards.
  • Establish and maintain effective working relations with coworkers and members of the public; act in a courteous and effective manner when dealing with the public.
  • Work in and around large crowds of people.
  • Work efficiently with limited direct supervision.
  • Perform routine, repetitive work, to completion.

Licenses and certificates

Possession and continued maintenance of a California class C driver’s license.

SALARYThis classification belongs to the Service bargaining unit and has a nine-step salary range. All classifications in this bargaining unit add an additional wage Step J on 7/14/18 by MOU agreement. Appointment may be made commensurate with experience. UNION REPRESENTATIONThis classification belongs to the Service Employees’ bargaining unit. All employees within this unit are represented by the Service Employees’ International Union.

APPOINTMENTAny candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted, to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period (unless specified as 12-month by Service Employees MOU) which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.

LEAVE

Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

Sick – 12 days/year

Holidays – up to 11 days/year
Floating Holidays – 24 hours per year – prorated for part-time

INSURANCE – (available to employee and eligible dependents)

Medical – Depends on plan selected; City generally pays 95% of the cost of coverage (pro-rated for part-time).
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage (pro-rated for part-time). Plus an additional $29.50 per pay period.

Life – City provides a $20,000 life insurance policy.

Long Term Disability – City provides a long term disability plan.

RETIREMENT

All new regular employees become members of PERS. Public Employees’ Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 9.75% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
