The Florida PALM Project (the Project) is an enterprise project to replace the State of Florida’s legacy accounting, payroll, and cash management systems, using an enterprise resource planning solution. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data including all State agencies.

SPECIAL NOTES:

Bachelor’s degree (or equivalent) from an accredited college of university or four (4) years contract management and administration, resource management, procurement, finance and accounting, or administrative experience or combination thereof is required.

Preferences:

  • Contract management and administration experience
  • State of Florida Human Resource experience
  • SharePoint Administration
  • Experience with State of Florida procurement and MyFloridaMarketPlace (MFMP).
  • Knowledge of Project Management best practices.
  • Experience using Microsoft Office Suite, including Outlook, Word, and Excel.
  • Communicate effectively with multiple levels of an organization.

The annual salary range for this position is $60,000.00 – $75,000.00.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project, reporting to the Contract and Resource Management Supervisor. Exercises discretion and independent judgement with respect to matters of significance. This position also provides consultation and expert advice to management and carries out major assignments independently.

Contract Management & Administration:

  • Analyzing contract performance using defined measures.
  • Monitoring adherence to the contract terms and conditions.
  • Reviewing contract deliverables to confirm adherence to Project quality standards and acceptance criteria.
  • Support contract negotiations, awards, renewals and amendments (e.g. research, preparing documents, facilitating meetings, posting awards to the States procurement system).
  • Create and maintain contract management file.
  • Preparing and processing contract related invoices.
  • Supporting creating solicitation documents in collaboration with the Department of Purchasing, Legal, and the Office of Information Technology (OIT).
  • Performing contract administration duties.

Resource Management:

  • Providing support to managers for recruiting, hiring, and onboarding project team members.
  • Managing content for the Florida PALM project SharePoint using established processes.
  • Supporting the custodian of project records.
  • Supporting the Project’s Public Records request coordinator.
  • Supporting the Project’s Access Control Administrator pursuant to DFS AP&P 4-05.
  • Supporting the Project’s Office Manager, coordinating any required repairs and maintenance.
  • Serving as or supporting the Project’s Information Resource Management Advisory Guide (IRMAG). Acts as the liaison between the Project Team and OIT. Activities may, but are not limited to, approving accesses for users to software and applications on behalf of their respective team.
  • Coordinating the purchases of equipment and software for the Project.
  • Preparing and processing invoices
  • Preparing and processing travel request and invoices
  • Tracking and maintaining Project resources and assisting with the tracking and maintaining of Project assets.
  • Support management of Project Office facilities and equipment.

Operational:

  • Working with supervisor and leadership to establish priorities and due dates for work assignments and keeping them up to date on key work items.
  • Communicating concerns and executive contact immediately to your supervisor and/or project director.
  • Managing all deadlines in an organized manner to ensure timely completion of fully developed work products.
  • Applying critical thinking (e.g., don’t just solve the problem at hand, solve the core problem).
  • Adhering to DFS policies at all times (e.g., security, dress code, ethics).
  • Working as a team player and demonstrating a “teamwork” attitude and professional demeanor.
  • Assisting in developing and maintaining procedures for recurring Project activities.
  • Identifying project management challenges and recommending solutions.
  • Verifying compliance with procedures and rules governing the Project.
  • Preparing and reviewing written reports and verbal communication for management.
