The Ground Transportation Contracts Administrator works with our Ground Transportation providers to shepherd them through the permitting, billing and insurance requirements to ensure compliance with the Port of Portland’s ordinances for commercial activities on airport property. The position may also provide support for the ground transportation strategic and business plan goals.

Summary of Essential Responsibilities
- Issue Ground Transportation permits, receive and update applicable documents to maintain permit(s) validity:
- Work with new and existing permittees to gather and collect required documentation.
- Prepare and issue written correspondence and provide exceptional customer service to a diverse group of commercial operators.
- Provide reports demonstrating current operations/transaction, revenue, activity volumes by ground transportation mode.
- Investigate illegal operations and provide recommendations to management.
- Prepare monthly billings;
- Accept and reconcile check and cash deposits;
- Prepare monthly reports on revenue generation.
- Oversee vehicle inspections;
- Conduct field and electronic audits;
- Investigate and deactivate permits when operations are out of compliance.
- Meet with legal or other departments to resolve permit discrepancies;
- Conduct Ground Transportation website updates.
Minimum Requirements/Skills and Abilities
MINIMUM REQUIREMENTS:
- Bachelor’s degree in Business, Public Administration or related field is preferred; or the equivalent combination of education and/or relevant experience (required).
- Ability to pass and maintain a Criminal History Records check and Security Threat Assessment required for a PDX Security Badge (required)
- Maintain a valid state drivers’ license (required)
- 1-3 years of contract administration experience (preferred).
- Working knowledge of the following:
- Basic revenue control systems and system audits
- Contract administration principles and practices
- Enforcement of rules or ordinances
SKILLS AND ABILITIES:
- Skilled at working with numbers, computations, calculations, and interpretation.
- Demonstrated clear, effective, and respectful verbal and written communication.
- Proven ability to develop and deliver concise materials for presentation.
- Demonstrated administrative office knowledge and database/tracking software experience.
- Outstanding customer service skills.
- Must possess strong organization and recording keeping skills.
- Willing to promote safety as a guiding principle and a regular practice in accomplishing work.
- Proven team player who shows the utmost respect for others.
- Ability to:
- Learn and apply knowledge of Ground Transportation systems and operations.
- Balance priorities with a heavy workload with frequent interruptions and multiple clients.
