The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
The role of Contracting Analyst involves extensive use of Excel, as well as DYCD’s Comprehensive Contract Management System (CCMS), the City’s Procurement and Sourcing
Solutions Portal (PASSPort), Health and Human Services Accelerator (HHSA), and other databases and information systems.
The Contracting Analyst will be responsible for creating contract awards using PASSPort, CCMS, and HHSA, and coordinating, reconciling, monitoring, modifying, and creating contracts. This position requires intermediate knowledge of DYCD’s internal technological systems and familiarity with New
York City’s accounting systems.
The following are some of the responsibilities of the Contracting Analyst:
• Coordinate with the Agency Chief Contracting Officer (ACCO), Information Technology (IT), and the
Financial Management departments to create new contract solicitations and modify existing contracts, such as RFPs, renewals/modifications of contracts, and negotiated acquisitions using DYCD’s primary contracting systems (PASSPort, CCMS, HHSA, and ECMS).
• Monitor work assignments and ensure compliance with deadlines.
• Establish budget codes, funding sources, budget categories, and components associated with the contract award process.
• Prepare requested information by researching appropriate systems.
• Use creative problem-solving methods to correct errors and reconcile financial information as needed.
• Perform contract data management work and review reports to ensure accuracy and completeness of all work.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or
2. A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or
3. Education and/or experience equivalent to “1” or “2” above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in “1” above.
However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in “1” above.
Preferred Skills
• Intermediate proficiency in Excel, including knowledge of MATCH, VLOOKUP, INDEX, and other related functions.
• Experience reviewing and reconciling complex financial data from multiple sources.
• Familiarity with PASSPort, CCMS, and HHSA is preferred. Knowledge of other NYC systems such as FMS will be considered a plus.
• Strong analytical skills to effectively analyze and interpret data.
