Salary:
The salary for this position traditionally starts at $59,800.00 per year but may be commensurate with education and/or experience.

About the Job:

The purpose of the health services division contract monitor is to evaluate the vendor’s adherence to performance measures established by the contract and to act as a liaison between each facility’s Wardens and the vendor’s staff. The Department’s 24 Correctional facilities and 10 parole districts statewide are included. The facilities will be split into four (4) regions which will be assigned to the Medical Service Contract Monitors. Areas of responsibility include but are not limited to primary care, behavioral health including substance abuse, dental, pharmaceutical, and specialty services. The contract monitor conducts scheduled and ad hoc audits at assigned facilities and completes other duties including but not limited to health services critical incident reviews, investigation of grievances, and inspection of designated areas. The contract monitor also participates in each facility’s medical administrative committee meetings, conducts the health services review of each facility’s annual (ACA) program audit, and participates in the statewide quality assurance activities and the monthly administrative meeting with the vendor. Each CM will be cross-trained and prepared to monitor all medical services at their assigned facilities.

A Day in the Life:

  • Assist the Executive Directors of Health Services in the ongoing management of physical health, behavioral health care, and transitional health care services to offenders in the assigned region including but not limited to reviewing and responding to offender inquiries and participating in sentinel events and critical incidents reviews.
  • This position will support the Executive Directors with the overall development and revision of monitoring activities and will assist the Director when addressing areas of concern with the contracted vendor. Will assist with the gathering of information for requests from internal and external sources.
  • Assist EDs in establishing and implementing departmental policies and procedures as they relate to physical health, behavioral health, and transitional health care services. Assist with relaying the information to facilities, other contract monitors, and the vendor to ensure implementation at the facility level in a timely fashion.
  • Collaborates and coordinates with the Director of Health Services, Director of Mental/Behavioral Health Services, Classifications, Re-entry, Internal affairs, and other IDOC Divisions to identify and address problems and ensure proper allocation of resources.
  • Must preserve the confidentiality of records and contract monitoring screens. Must be able to use discretion in dealing with facility staff, peers, and vendor’s employees and must maintain the confidentiality of information and materials.
  • Conducts scheduled and ad hoc audits at assigned facilities and completes performance monitoring activities including but not limited to chart reviews, an inspection of designated areas review of designated documents, records information accurately, and submits completed audit tools and other reports within the time frames established by the Director of Health Services.
  • Proactively identifies problems with vendors’ performance, reports findings to the Directors of Health Services and Mental/Behavioral Health Services as well as the facility administrative staff and monitors the vendor’s corrective actions.
  • Serve as a liaison between the Central Office Health Services staff, facility operations staff, and facility health and behavioral health care staff by providing feedback on problem areas, the progress of corrective action, providing information on program or procedure changes that affect the facility and, when necessary, collaborating with facility IDOC and health services staff to ensure offender access to care.
  • Participate in meetings including facility MAC meetings, multidisciplinary team meetings, and other administrative meetings as directed by the EDs, preparing reports and presentations if necessary.
  • Assists peers with contract monitoring duties as necessary during scheduled and unplanned leaves of absence and when directed
  • Assists Executive Directors in the medical division with identifying site successes.
  • Monitor daily ops reports and review complex medical cases and report concerns to EDs to assist in identifying the need for SE or SSA.
  • Review vacancy reports with site leadership.
  • Will be the first line of communication between contracted medical vendors and EDs.
  • Must be able to work independently, and establish priorities and work sequences to meet deadlines.
