Overview

Doyon Technical Services provide Design-Build and General Construction Services on demolition, new construction, renovations, repairs, and civil projects at government-owned facilities and military installations. We work with government clients to meet agency goals and deliver high quality construction projects in the safest manner possible.

JOB SUMMARY:The Project Manager Associate (PMA) is educated and experienced in construction project management processes for various types of construction. The PMA is skilled in communicating and maintaining customer and subcontractor relationships. The position directly performs project management activities for multiple or less complex projects through facilitating the execution of key project management processes, being responsible for monitoring and maintaining key project deliverables, and providing training and support to project team members in the use and application of project management methodology, templates, and tools. The PMA takes direction and guidance from senior managers and independently manages tasks, schedules, and assignments as they are given.

The PMA will collaborate with direct supervisor during construction activities and be able to interpret contract documents, drawings, and specifications; prepare construction schedules, subcontracts, submittals, work plans, and administrative plans; prepare, maintain, and manage daily and periodic project documentation.

Responsibilities

ESSENTIAL FUNCTIONS:

  • Manage and generate subcontractor pay applications: request and compile billings from subcontractors as required
  • Manage and generate owner pay applications: draft pay applications, work with Project Manager to obtain customer approval, complete pay application documentation as required; including, but not limited to, invoice submission and tracking; generating project billing summaries
  • Manage assigned duties by utilizing the VISTA Project Management system (Vista)
  • Generate customer and subcontractor change orders
  • Collaborate with the direct supervisor and/or Senior Management in project financial reporting
  • Complete the Estimate Amount to Complete (EAC) process in Vista; this includes generating and managing project margin and status summaries
  • Coordinate and prepare responses to Request for Proposals (RFPs), including gathering, evaluating, and packaging subcontractor elements, in collaboration with other departments (e.g., Contracts, Business Development) to prepare company responses
  • Manage, research, track and prepare project documentation such as daily reports, quality control and safety plans, submittals, RFI’s, as built drawings, closeout documentation
  • Research, maintain, generate, track, and prepare required project submittal and deliverables
  • Manage, generate, and prepare Purchase Requisitions and Purchase Orders
  • Work in conjunction with the direct supervisor to estimate time and manpower requirements for project bid proposals, including preparation of thorough, accurate and timely estimates
  • Help prepare estimation, business development documents and coordinate with preconstruction group to develop clear written proposals and correspondence
  • Coordinate and monitor the construction schedule; update the project schedule to reflect progress and changes; prepare and manage short term “look ahead” schedules
  • Successfully interface with colleagues, staff, clients, partners, and vendors
  • Work on site, collaborating with the project team (Superintendents, QC Managers, Site Safety Officers, Foremen) as directed and/or needed
  • Perform field inspection and coordination as directed and/or needed
  • Responsible for project start-up and close out processes
  • Travel to jobsites and regional offices on a regular basis
  • Other duties as assigned

KNOWLEDGE, SKILLS & ABILITIES:

  • Have or acquire the skills to manage assigned duties by utilizing the VISTA Project Management system (Vista)
  • Technical and administrative aspects of all phases of project management
  • Fully understand the construction project lifecycle
  • Ability to write effective and persuasive business correspondence and understand such reports and correspondence when received from other sources
  • Demonstrate proficiency in both oral and written communication
  • Ability to facilitate and communicate clearly in a multidisciplinary environment
  • Understand government contracting and Interpretation of regulations
  • Establish and maintain effective working relationships with other employees, customers, subcontractors, and the general public
  • Proficient with computers using MS Office Suite, scheduling software, and project management software VISTA
  • Understand and apply related federal, state and city regulations

Qualifications

QUALIFICATIONS:

  • Bachelor’s degree in construction management, mechanical, electrical, civil engineering, or related field required
  • 3 years direct project management experience in commercial, civil, or federal government projects or equivalent
  • Proficient in Microsoft Office (outlook, word, excel, PowerPoint) , scheduling software and project management software, preferably VISTA
  • Demonstrated experience in federal government construction processes preferred
  • Ability to manage small projects and tasks as assigned

SALARY RANGE: $65,000 – $85,000

WORKING ENVIRONMENT: The employee is subject to varied environmental conditions: Activities occur inside and outside. The majority of the work is performed in a jobsite office and professional office setting; however regular and frequent activities must be performed at a project jobsite. All activities require interfacing with a wide variety of people in differing functions, personalities, and abilities, as well as with both professional and non-professional backgrounds.

PHYSICAL DEMANDS: The work is generally sedentary, requiring routine walking, standing, bending, and carrying items weighing up to forty pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. Travel required.
