This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY

This position is located in the Special Investigations Division of the Police Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The primary responsibility of this position is to conduct forensic examinations of digital and electronic media devices to include, but not limited to; computer hard drives, external drives, cell phones, network devices, information systems, and any other devices that store and process digital media. The duties performed require the utilization of previously acquired technical knowledge and skills. Essential job functions include but are not limited to: Responding to crime scenes to recover digital and video evidence; and conducting forensic examinations of computers and other digital media devices to identify, collect, process, present, and preserve evidence in police investigations. Other duties include but are not limited to: Preparing standard and special reports; maintaining files; appearing in court as a witness, providing technical support for other units within the department. The position has regular contact with law-enforcement personnel, other law-enforcement agencies, district attorneys, judges, and citizens. The employee works primarily independently and reports to an immediate supervisor. On the job training provided by experienced examiners is on-going for new examiners until appropriate competency levels are attained. The work products are subject to a peer review and are ultimately reviewed by the immediate supervisor for overall quality, accuracy, and adherence to departmental policies and procedures.

JOB REQUIREMENTS

  • Knowledge of and skill in applying the principles, practices, methods, and techniques of computer/digital forensic analysis.
  • Knowledge of and skill in applying the principles and methods of the proper identification, collection, and preservation of computer/digital evidence.
  • Knowledge of federal, state, and local laws, regulations and procedures pertaining to the work performed.
  • Skill conveying technical information verbally and in writing.
  • Skill providing accurate and detailed courtroom testimony.
  • Ability to establish and maintain effective working relationships.
  • Ability to work independently.
  • Willingness to work with potentially disturbing images and media content.
  • Willingness and ability to maintain confidentiality.
  • Willingness to stay abreast of current industry technology.
  • Possession of an International Association of Computer Investigative Specialists (IACIS) Forensic Computer Examiner Certification (CFCE).
  • Possession of a valid driver license (Operator).

DEPARTMENTAL PREFERENCES

  • Bachelor’s degree in Information Systems, Forensic Scientists, or Organizational Leadership.

  • Experience using various software and coding tools and demonstrates a basic understanding of various coding languages.

WORKING CONDITIONS

  • Primarily indoors, in a climate-controlled environment.
  • Exposed to all types of electronic evidence including graphic violence, pornography, child pornography, etc.
  • Occasionally required to work in extremely undesirable environments.
  • Occasionally required to work under stressful and hazardous conditions.
  • Frequently exposed to light and glare of computer screen for extended periods of time.
  • Occasionally required to work beyond normal scheduled work hours.
  • Occasional local travel or out-of-town travel.
  • Frequently required to be on 24-hour call.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

  • Strength enough to lift equipment, boxes, etc., weighing up to 25 pounds.
  • Manual and finger dexterity enough to operate equipment such as keyboards, calculators, etc.
  • Near vision enough to read and draft written communications or both manually and machine generated reports, documents, graphs, etc.
  • Hearing and speech enough to communicate in person and by telephone.

Note: Civilian employees of the Oklahoma City Police Department must successfully complete a comprehensive background check and polygraph test prior to employment.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.
