About the Position:
This is a professional supervisory position within the Parks, Recreation, & Community Services Department. Employees in this class provide exceptional customer service and program management. The incumbent is responsible for overseeing the successful planning and completion of programs throughout the department and supervises subordinate program staff as required.

Essential Duties & Responsibilities
Essential Functions: — Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides courteous and expeditious customer service to the general public and City department staffs; coordinates and assists with the management of City services and volunteer programs; counsels and provides assistance and guidance to volunteers and clients, answers daily phone calls, and resolves conflicts or concerns.
  • Plans and conducts a wide range of volunteer recruitment activities; conducts their pre-service and monthly in-service training.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends, participates in the development, and administers policies and procedures.
  • Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
  • Recruits, finds, and selects volunteer stations; develops and obtains a signed memorandum of understanding as specified in the Corporation for National Service guidelines.
  • Performs a variety of ongoing administrative duties; prepares budget, renews grant applications, and performs various record keeping ensuring compliance with expenditure requirements, administrative, and direct program costs.
  • Attends, participates in, and conducts scheduled meetings as required; visits volunteer sites quarterly; provides leadership and ensures smooth operation of the Advisory Council; plans and supervises special recognition events in coordination with the advisory council and volunteer stations.
  • Routinely adheres to and maintains a positive attitude towards City and Department goals.
  • Performs other duties as assigned.

Job Requirements:

  • Methods of planning, evaluating and administering a senior companion program.
  • Community resources relating to frail elderly, gerontology, and the special at-risk populations served by senior companions when assigned to the Parks, Recreation, and Community Services Department.
  • Problems relating to indigent persons.
  • Public relations techniques: including social media, website, press releases, and staff reports.
  • Principles and practices of program development and administration.
  • Principles and practices of grant writing and fund raising.
  • Principles of supervision, training and performance evaluation.
  • Care plan development.

Minimum Qualifications
Education and Experience:
Parks, Recreation, and Community Services Department: High School diploma or G.E.D. plus two (2) years of major college course work in recreation, physical education or a related field or three (3) years of recreation or community service experience, preferably in a municipal government environment; or an equivalent combination of education, training and experience.

Licenses, Certifications, and Equipment:
Possession of a valid California State Driver’s License

Physical Requirements and Work Environment:
When assigned to the Parks, Recreation, and Community Services Department the employee works under typical office conditions, and the noise level is usually quiet. Employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to finger, handle and feel computers and standard business equipment; and reach with hands and arms. The employee is frequently required to stand and walk; stoop, kneel, bend or crouch; and lift up to 25 pounds.

City Benefits:
The City offers an attractive compensation and benefit package, that includes:

  • Retirement – Participation in the California Public Employees’ Retirement System (CalPERS). Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance – Monthly contribution of $715.00 (Employee Only), $1,289.00 (Employee plus one), or $1,724.00 (Employee plus Family) for health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual “Health Insurance Waiver Stipend” of $3,500.00 every first paycheck of December.
  • Leave – Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time.
  • Life & Accidental Death and Dismemberment Insurance – The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
