Under limited supervision, is responsible for the implementation, and supervision of a variety of recreational programs for a city wide parks and recreation system. Works directly with the Parks and Recreation Community Programs and Events Director to plan, organize, coordinate, supervise, implement, and evaluate recreation and community service activities, programs and events to suit the needs of the community. Supervises part-time recreation staff, special interest instructors, contracted employees, seasonal employees, and volunteers. Reports to the Community Programs and Events Director.

Examples of Duties / Knowledge & Skills
Plans, organizes, directs, supervises, promotes and evaluates a comprehensive recreational program and related activities, including special events, special interest classes, summer day camps, senior citizen programs, youth and family programs, volunteer coordinating, and activity registration.

Assists in assessing community needs and resources and develops, adjusts programs and activities accordingly; implements changes or new programs to meet recreational needs of the community as necessary.

Screen, hire, train, schedule, supervise and evaluate volunteers, part-time/seasonal staff, and other assigned personnel. Ensures adherence to safe work methods, procedures, and practices; initiates disciplinary procedures as appropriate; holds regular meetings with assigned staff; conducts training programs, and originates ideas for motivating staff and increasing productivity levels.

Supervise work of, and serve as liaison to, vendors, sponsors, outside organizations, volunteer committees, and/or other persons related to implementation of special events.

Enforces policies and procedures for staff, instructors, volunteers, members, and participants.

Plan and execute community events, exercising discretion and independent judgment.

Publicizes, promotes, and provides information to the media, school officials, community service groups, other departments, and the general public on recreation programs, activities and events via preparation of brochures, flyers, newsletters, bulletins, and press releases.

Develop risk management plans for all programs and ensure the safety of program participants and administer and enforce safety standards; observe safety principles and work in a safe manner.
Maintains records of purchases in ordinance to budget protocols, program participation and program evaluations making recommendations concerning program expansion; maintains accurate statistics and financial records for assigned programs; maintains an inventory of all recreational supplies and equipment.

Refers to policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a variety of equipment such as telephone, personal computer, copy machine, postage machine, fax machine, calculator.

Uses a variety of computer software such as word processing, etc.

Interacts and communicates with various groups and individuals such as Parks and Recreation Director, co-workers, other City departments and staff, and the general public.

ADDITIONAL JOB FUNCTIONS

Researches and identifies possible funding sources and develops proposals for review.

Maintains historical data regarding department activities, programs, and special events.

Serves as a member of various committees as assigned.

Is required to fill in for other positions within the department.

Performs other related duties as required.
Minimum qualifications & Requirements
Requires a Bachelor’s degree in parks and recreation or a closely related field with two years of full-time supervisory recreation experience or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must have a valid state driver’s license or the ability to obtain one. Must have current First Aid and CPR certification or obtain within one year.
