Job Description
DEFINITION
To act as the principal advisor to the Superintendent and District on matters of public and press relations, internal communications, external communications, and community relations; to act as a special advisor to the Superintendent by gathering information and reporting on incidents, conditions or procedures of the District; and to administer and coordinate the District’s printing, clerical services and communications services operations.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Superintendent.
Exercises direct supervision over assigned management, professional and clerical personnel.

EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
Recommends goals and objectives for the District; assists in the development of and implements policies and procedures related to assigned areas of responsibility.
Supervises and participates in the development and administration of assigned budgets; monitors and approves expenditures.
Acts as a member of the Superintendent’s staff and cabinet.
Participates in top-level decision making including matters related to public relations and communications.
Gathers information, makes suggestions and recommendations, and drafts reports, position papers and proposed policy statements on incidents, conditions or operations.
Acts for the Superintendent in meeting with groups or individuals seeking information about the School District and its operations.
Act for the Superintendent in areas regarding public relations.
Develops material and assists District personnel to develop material to inform and increase understanding of District objectives, problems, programs, and achievements.
Plans and manages an ongoing program of press relations; prepares and disseminates press releases, feature stories, photographs, news stories, public statements, public service broadcasts and announcements, and radio news. Assists District employees dealing with news media and in developing and carrying forward projects in public relations, and provides in-service training in techniques of public relations and communications.
Acts as a spokesperson for the District and is available to the press during office hours and on call at other times.
Directs press relations and information dissemination at times of emergency, disturbance, or other crisis or period of extraordinary concern.
Directs and oversees the production of District publications such as newsletters to employees, newsletters, catalogues, reports and brochures to the public or school community.
Assists departments and employees of the School District in development of informational material, brochures, letters, speeches, or visual material as requested.
Reviews material by other departments and District employees as to its communicative efficiency and public relations information.
Administers the operations of the District’s printing department and Clerical Services Unit.
Supervises various related communication services including translation, audiovisual presentations, graphic displays and switchboard operations. Performs related duties as assigned.
Qualifications
Experience and Education/Training (These are the minimum experience and education/training standards which will be used to admit or reject applicants for examination as approved on November 20, 1996.)
Three years of management or administrative experience which includes the primary responsibility for preparing and disseminating information in a public information, public relations, public affairs, or similar environment.
A bachelor’s degree from an accredited college or university with major course work in journalism, English or a related field.
Licenses/Certificates/Registrations
Possession of an appropriate, valid California driver’s license and proof of insurance at time of appointment to and during employment in this class.

SPECIAL REQUIREMENTS: Must be on call during non-work hours and days in the event of an emergency, disaster or other extraordinary event. Personal automobile for transportation to locations where District business requires attendance.
