Regulatory Affairs Analyst

Summary

The Regulatory Affairs Team provides strategic direction, planning, coordination, and analysis of Federal and New York State regulatory and policy activities impacting NYPA operations, customers, and long-term plans and requirements. Represents NYPA before regulatory entities, such as the NYPSC or FERC, and also on inter-agency State task forces or working groups to advance New York’s energy policy/renewable energy goals. Notifies internal business units of relevant new regulatory activities to determine whether additional action is required, including drafting and filing comments. Represents NYPA at trade groups and outside organizations that may interact with regulatory activities. Advises internal NYPA business units of regulatory mandates and other state policy and regulatory proceedings. Provides support to NYPA business units for topics including, but not limited to, transmission development, electric vehicles and charging station deployment, and distributed energy resources. #LI-AE1

Responsibilities

  • Monitor relevant regulatory proceedings in New York, at the federal level, or in other jurisdictions and brief NYPA staff on developments of interest to NYPA.
  • Collaborate with NYPA staff to identify impacts; and develop issue-impact summaries, with recommendations as appropriate, for Director and other senior staff.
  • Report results of monitoring on a regular basis to Manager and Director; reports should reflect input from other NYPA business units and/or State agencies or other jurisdictions.
  • Update senior management and NYPA staff on priority regulatory issues.
  • Assist staff efforts in preparing, in consultation with counsel, NYPA comments for submission to regulatory agencies; drafting policy and guidance documents; and writing white papers.

Knowledge, Skills and Abilities

  • Strong written and verbal communication skill.
  • Excellent interpersonal skills and ability to work collaboratively within a team.
  • Understanding of the process by which the organization develops and issues rulings, regulations and other legal directives.
  • Understanding of the issues facing NYPA and the electric utility industry and the ability to express complex technical and legal concepts.
  • Proficient in Microsoft Office and applicable web tools.

Education, Experience and Certifications

  • Bachelor’s degree in political science, economics, public administration or related field
  • Legal training and/or experience preferred; LL.B or equivalent.
  • One year experience in a related area (in New York State or federal regulatory activities preferred.)
