City Research Scientist, Level III

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Office of the Deputy Commissioner of Collaborative Policing spearheads the Department’s new youth strategies efforts, identifies opportunities for public and private partnerships, and closely collaborates with other agencies toward the mission of public safety. To accomplish this mission, the unit is continuously developing non-enforcement options for police officers, designing creative and focused community-based strategies, and improving access to police services.

The City Research Scientist will support the bureau by conducting research that compares and contrasts projects from other agencies. They will carefully document research findings and results for publications. Additionally, they will oversee, conduct, and write department policies for publication. They will also contribute to the design and implementation of worker assessment surveys, focus groups, and structured interviews, analyzing the obtained results using statistical software and data analysis tools.

Moreover, the City Research Scientist will prepare a wide range of written materials based on the bureau’s research, catering to both internal and external audiences. These materials may include fact sheets, reports, policy memos, and presentation materials. They will be responsible for managing the entire production and promotion process of reports, starting from the conceptual phase.

Collaborating with Strategic Initiatives and sub-bureaus, the scientist will assess the research and policy requirements of Collaborative Policing. Additionally, they will conduct comprehensive horizon scanning research to identify future initiatives, emerging trends, solutions, and technologies for the Department.

Furthermore, the City Research Scientist will establish connections and foster collaboration with other law enforcement agencies, organizations, the private sector, and academia. This collaboration will involve identifying emerging trends, exchanging industry standards, problem-solving, and identifying innovative solutions and technologies.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills
-Experience which demonstrates a proven record of conducting research, data and/or policy analysis for complex, interdisciplinary projects involving multiple stakeholders.
-Experience designing and implementing experimental and/or quasi-experimental program evaluations.
-Interest in taking initiative and helping the team discover problems and troubleshoot situations.
-Ability to think creatively, embrase new approaches and pioneer innovative solutions to intricate problems.
-Experience working on multiple tasks and assignments while maintaining attention to detail, and the ability to be flexible with changing demands.
-Working knowledge of applied statistics and analytics, including proficiency in statistical software package (e.g. SPSS, STATA, SAS, ESRI, ArcGIS, MapInfo, SQL and Python).
-Strong written, verbal, and interpersonal communication skills.
-Ability to write reports, correspondence, Literature reviews, and memorandums.

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
