Function
Performs specialized professional duties to provide child protective services. Maintains a caseload of difficult and complex cases.
Examples of Work

  • Receives referrals of cases of suspected child abuse and neglect. Makes extensive use of home visits. Determines the urgency and appropriateness of referrals. Investigates child abuse and neglect cases and exercises independent emergency removal authority. Applies crisis intervention and counseling techniques to ensure protection of children.
  • Develops and implements service plans for children and caretakers in need of services. Consults with and advises multi-disciplinary teams of service providers to address the needs of children and caretakers. Coordinates the activities of multi-disciplinary teams.
  • Prepares cases for and testifies in court proceedings as needed. Coordinates the agency’s activities with the judge and court staff. Maintains all records and files related to child abuse and neglect. Prepares reports as required by the court, medical personnel, or other community agencies.
  • Gathers information on social, economic, health, and emotional needs of customers and family members. Identifies and implements service plans to address customer needs. Provides direct services to customers such as counseling or contracts for appropriate service delivery as needed. Documents actions and justifies specific services rendered to customers.
  • Develops and maintains good community relations to include providing public information relative to Child Protective Services. Interprets and communicates agency policy and programs to community groups, outside agencies, and the general public. Participates in planning and evaluating programs designed to address child abuse and neglect programs.
  • Performs other related duties as assigned.

Qualifications
Graduation from an accredited college or university with a Bachelor’s degree in Social Work, Human Services, Sociology, Psychology, or closely related field of study; Considerable knowledge and/or experience working with community-based systems (such as courts, education, medical, housing) and the linkages that build a network of supports for families in need. Some experience in direct crisis intervention and service delivery. Considerable knowledge of human behavior, development, and family dynamics; considerable knowledge of social work practices, policy and intervention techniques; ability to communicate effectively orally and in writing; ability to interpret and apply local, state, and federal law, policy, processes, and regulations; ability to make independent, sound judgments in stressful and possible dangerous situations; ability to plan, organize, and prioritize work; ability to establish and maintain effective working relationships. Must be certified by the State of Virginia as a Child Protective Services Investigator, with successful completion of the following courses: Sexual Abuse, Intake and Investigation of Child Abuse and Neglect and Sexual Abuse Investigations, or obtain certification within one year of employment.

Must possess valid driver’s license and an acceptable driving record according to the City of Hampton’s criteria.

Individuals under consideration will be subject to a criminal background check and child protective services check.

This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City’s current substance abuse policy.

Features
Performs duties under the general supervision of an assigned Social Work Supervisor. Incumbent exercises sound, independent judgment in extremely stressful and possibly dangerous situations. Works with less supervision than case managers. May require incumbent to be on-call and to respond to emergency situations. May be required to work non-standard hours including evenings and weekends. May require local travel.

This position is considered essential/emergency personnel for purposes of emergency/crisis management to include being “on call” or responding to emergency situations during inclement weather and/or other job-related conditions.
