Job Description

The Chief shall be appointed by the Mayor, subject to confirmation by the Council, and shall serve at the pleasure of the Mayor.

This position reports to the Director of Parks, Recreation & Community Services and provides oversight of operations and programming for the city’s active recreation resources, which includes staffed community centers, outdoor seasonal pools, gyms, one full service recreational complex including an indoor aquatic center, gym, softball complex and community center, partnership facilities, and over 250 athletic fields used by athletic associations.

Examples of Work

  • Develops, implements and monitors programming at PRCS sites, which includes after school youth (6yrs – 18yrs) programming, summer anti-violence/anti-gang programming, Home school/daytime programming and other community programming for all ages.
  • Develops, implements, and monitors aquatics, tennis and athletic programming to engage the entire community.
  • Develops, implements and monitors all operations and maintenance activities within the park system to include (but not limited to) landscaping, facility maintenance, plumbing maintenance, electrical maintenance, aquatics maintenance and construction maintenance.
  • Oversight of all maintenance activities in compliance with environmental standards to include compliance and application for any and all required permits.
  • Develops, implements and monitors all contracts for maintenance activities to ensure efficiencies and cost savings.
  • Schedules, coaches, assigns, reviews and evaluates the work of subordinate managers and assigned staff.
  • Seeks and coordinates management partners to expand programming opportunities, both through Request for Proposals and contract programming.
  • Meets with department, division, Mayor’s Office, City Council and partner agency staff to plan and discuss proposed courses of action for projects and issues and develops contracts, use agreements, concessionaire agreements, and memorandums of understanding/memorandums of agreement.
  • Oversees and improves recreation programming and park maintenance policies and procedures.
  • Cultivates improved relationships with athletic associations, Duval County Public Schools and other community based organizations.
  • Prepares correspondence and reports.
  • Provides fiscal oversight of division’s budget and the two oceanfront parks trust fund budgets.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.

  • At least five years of progressive management experience in the recreation field and be a Certified Park & Recreation Professional or Certified Park & Recreation Executive.
