This role involves responsible inspection work in quality control of public works and/or utilities projects primarily in earthwork, drainage, and road construction to ensure compliance with all applicable County ordinances, standards, and approved construction drawings.

Essential Job Functions

Confers with project engineers and contractors to ensure compliance with all applicable County Ordinances, standards, plans, and specifications. Ensures that the engineer and/or contractor provides the required number and types of tests needed for the project. Prepares daily written reports on all inspection activities and collects test reports forming a project file to be submitted to the supervisor for review. Investigates and prepares reports on citizen complaints that pertain to compliance with County ordinances. Provides site inspections, sampling of stormwater and other related duties required under the NPDES MS4 permit. Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of testing procedures used in civil engineering inspections.
  • Knowledge of public works and/or utilities construction procedures and materials.
  • Ability to interact with local contractors and engineers, and the skill to formulate concise inspection reports.
  • Knowledge and experience with Florida Department of Transportation (FDOT) and American Association of State Highway and Transportation Officials (AASHTO) standards and methods.
  • Ability to prepare inspection reports.
  • Ability to lift and/or move up to 25 pounds and also push or pull heavy objects.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 25 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Requires standing, walking, bending, stooping, and sitting. Works indoors and outdoors in varying weather conditions. Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma and five (5) years’ experience in a responsible position with a contractor, engineer, or governmental entity performing public works projects. Experience with Florida Department of Transportation (FDOT) and American Association of State Highway and Transportation Officials (AASHTO) standards and methods. College level work in civil engineering or drafting technology or industry training in roadway construction and drainage preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver’s license. Must possess current certifications in the following: CTQP Earthwork Construction Inspector Level 2, CTQP Asphalt Paving Level 2, and MOT-Advanced, or the ability to obtain certifications within twelve (12) months of employment. Certification in Final Estimates is preferred.

Under this program, inspectors are encouraged to obtain and maintain various certifications, as indicated in this job announcement. The objectives of the program include the following: assist inspectors in fulfilling their responsibilities; improve inspector job skills; provide an understanding of current developments; and, provide a mechanism for advancement within the County. The County will pay reasonable, associated expenses involved with the Inspection Certification Program.
